WHEREAS, graffiti vandalism is an increasing aesthetic and
financial nuisance to businesses and citizens of the City of
Fairfax; and
WHEREAS, the spread of graffiti can be prevented through
implementation of a comprehensive graffiti prevention, enforcement
and removal program; and
WHEREAS, staff has evaluated several options for implementing
a graffiti prevention, enforcement and removal program, which were
presented in a report to the City of Fairfax Council on February
20, 1996;
NOW, THEREFORE, BE IT RESOLVED that the City Council does
endorse the following steps to help prevent the spread of graffiti
in the City of Fairfax:
Clean-up graffiti on or over City-owned public right-of-way,
buildings and vehicles by City.
Establish a Graffiti Award Program modeled on the Crime
Solvers Program and adopt a zero tolerance of graffiti
position via anti-graffiti signs on CUE buses.
Include anti-graffiti activities in the City's Litter Control
Council (LCC) through its regular clean-up campaigns and
presentations to local schools and youth organizations.
Undertake efforts with the Central Fairfax Chamber of Commerce
for assistance to businesses including compilation of a list
of local companies capable of removing graffiti.

Initiate a public education program designed to heighten
awareness and sensitivity to graffiti and provide tips on how
to remove graffiti via Cityscene, BusinessScene and cable
television. Primary reliance will be on the use of persuasion
rather than regulation.

Solicit innovative ideas from our youth through poster
contests, community involvement and public education on how to
discourage incidents of graffiti.
Continue prevention efforts and enforcement by the City's
police department to reduce the spread of graffiti vandalism.
Encourage special landscaping near target areas so as to deter
graffiti vandals; and encourage design and construction
provisions that are graffiti proof.
Encourage public/private partnership to respond to above
mentioned efforts with donations of materials and other
resources (i.e. churches, service organizations, youth groups,
etc.).
