R-96-40 A RESOLUTION AWARDING A CONTRACT TO RICHARDSON-WAYLAND ELECTRICAL CORPORATION IN THE AMOUNT OF $240,793 FOR THE CITY OF FAIRFAX, VIRGINIA, COMPUTERIZED TRAFFIC SIGNAL SYSTEM UPGRADE PROJECT, STATE PROJECT #U000-151-V04, N501, FEDERAL AID #CMG5401(303), WITH CONDITIONS, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR THE PROJECT WHEREAS, bids were received on June 10, 1996, and opened on that day, pursuant to an Invitation to Bid entitled City of Fairfax Computerized Traffic Signal System Upgrade Project, State Project #U000-151-V04, NS01, Federal Aid #CMG5401(303), May, 1996, (the "Invitation to Bid") as follows: Bidder Traffic Signals, Inc. Richardson-Wayland Electrical Corp. R.E. Lee Electric Co., Inc. Bid Amount $183,240 $240,793 $491,036 WHEREAS, after review by the City staff and a City consultant, Frederic R. Harris, Inc., of the bidder's qualifications, submissions and bids, the City Manager, for the reasons stated in inter-office correspondence from the consultant to the City Engineer dated June 20, 1996, and July 15, 1996, recommends to the City Council that it determine that the bid of Traffic Signals, Inc., the apparent iow bidder, is non-responsive and Traffic Signals, Inc. is a non-responsible bidder with respect to the Invitation to Bid, and for such reasons, the bid of Traffic Signals, Inc., should be rejected; and WHEREAS, the City Manager, with the concurrence of the City Engineer, the Director of Public Works, and R-96-40 -2 the Director of Finance, recommends that the City Council award a contract, subject to the conditions herein, to Richardson-Wayland Electrical Corporation, as the lowest responsive and responsible bidder; and W~EREAS, one of such conditions is that the City first receive written notice from the Virginia Department of Transportation that the Commonwealth Transportation Board has agreed to fund State Project #U000-151-V04,N501, Federal Aid #CMG5401(303). NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Fairfax, Virginia, that for the reasons stated in inter-office correspondence from Frederic R. Harris, Inc. to the City Engineer, dated June 20, 1996, and July 15, 1996, the bid of Traffic Signals, Inc. is non-responsive and Traffic Signals, Inc. is a non-responsible bidder with respect to the Invitation to Bid and, as such, the bid of Traffic Signals, Inc. is rejected. BE IT FURTHER RESOLVED, by the City Council that, subject to the conditions set forth in this Resolution, a contract is hereby awarded to Richardson-Wayland Electrical Corporation, the lowest responsive and responsible bidder, in the amount of $240,713, pursuant to and in accordance with the Invitation to Bid. BE IT FURTHER RESOLVED, that the City Council authorizes the City Manager to execute a contract between the City and Richardson-Wayland Electrical Corporation, in a form acceptable to the City Attorney, concerning this award, provided, however, that the City first has received written notice from the Virginia Department of Transportation that the Commonwealth Transportation Board has agreed to fund State Project #U000-151-V04, NS01, Federal Aid #CMG5401(303) in at R-96-40 least the proposed contract amount, and further provided that the City enters into an agreement with the Virginia Department of Transportation for the project, and further provided that the City Manager shall not execute a contract with Richardson-Wayland Electrical Corporation any sooner than ten (10) days after this Resolution is signed by the Mayor. -3 Adopted this 23rd day of July, 1996. ~~'~Mayo~ ATTEST: C~ty ~lerk
