A RESOLUTION ESTABLISHING A MOTOR VEHICLE TOWING ADVISORY
BOARD, DESIGNATING THE TRANSPORTATION SAFETY COMMISSION
AND THREE ADDITIONAL REPRESENTATIVES TO SERVE AS THE BOARD,
AND APPOINTING REPRESENTATIVES TO THE BOARD.
WHEREAS, State law requires that, before the City Council
enacts ordinances regulating the removal of certain vehicles from
property or setting limits for fees charged for removal of
vehicles, the Council shall appoint an advisory board to advise the
Council with regard to the appropriate provisions of the ordinance;
WHEREAS, State law requires that such advisory board include
representatives of local law enforcement agencies, towing and
recovery operators, and the general public;
WHEREAS, the City Council previously created the
Transportation Safety Commission for the City which is composed of
various persons including a member of the City Police Department
and members of the general public; and
WHEREAS, the Council hereby determines that it would be in the
best interest of the City and its citizens for the Transportation
Safety Commission members and three additional representatives to
serve as the Motor Vehicle Towing Advisory Board.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Fairfax, Virginia, that the Council hereby establishes a Motor
Vehicle Towing Advisory Board ("Board") and three additional
representatives as provided herein to serve as the Board;
BE IT FURTHER RESOLVED that the Council hereby designates the
Transportation Safety Commission members ("Commission") and three
additional representatives as provided herein to serve as the
Board;
BE IT FURTHER RESOLVED that, in addition to the members
serving on the Commission, the City Chief of Police, or his
designee, Mr. Daniel Strouth, and a member of the Virginia
Association of Towing and Recovery Operators are hereby appointed
to serve on the Board as representatives of the City Police
Department and towing and recovery operators, respectively; and
BE IT FURTHER RESOLVED that members of the Board shall serve
at the pleasure of the Council.
