A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE ON BEHALF
OF THE CITY OF FAIRFAX A COOPERATION AGREEMENT AMONG THE
CITY OF FAIRFAX, COUNTY OF FAIRFAX, AND FAIRFAX COUNTY
REDEVELOPMENT AND HOUSING AUTHORITY AND TO AUTHORIZE THE
AUTHORITY TO EXERCISE ITS POWER IN THE CITY FOR THE
SOLE PURPOSE OF PERFORMING THE COOPERATION AGREEMENT
WHEREAS, on May 11, 1993, the City Council indicated its
intent to renew a Cooperation Agreement among the city of Fairfax
("City"), County of Fairfax ("County"), and Fairfax County
Redevelopment and Housing Authority ("Authority") for Community
Development Block Grant funding and program administration; and
WHEREAS, the City staff reviewed and negotiated the terms and
conditions of the proposed Cooperation Agreement to ensure the
continuing provision of superior services to the citizens of the
City in housing matters; and
WHEREAS, under the terms of the Cooperation Agreement, the
City may participate with the County in its application to HUD for
Community Development Block Grant funds and thereby become eligible
to apply for special housing and community development projects;
and
WHEREAS, under the terms of the Cooperation Agreement, the
County will continue to administer housing programs, such as Home
Repair for the Elderly and the Home Improvement Loan Program in the
City and the County; and
WHEREAS, the City hereby declares the need for the Authority
to exercise its powers in the city for the sole purpose of
performing the Cooperation Agreement in order to best provide
programs for home repair and improvement that ensure safe, sanitary
and affordable dwelling accommodations for persons of low or
moderate income.
NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby
authorizes the City Manager to execute the Cooperation Agreement
(FY 1994-95-96 and automatically renewed thereafter) among the City
of Fairfax, County of Fairfax and Fairfax County Redevelopment and
Housing Authority and hereby declares the need for the Authority
to exercise its power in the City for the sole purpose of
performing the Cooperation Agreement.
