A RESOLUTION TO APPROVE THE REQUEST OF CAPITOL ENTERTAINMENT
OF NORTHERN VIRGINIA LTD., BY VIDEO CAPITOL RENTAL, INC.,
MANAGING GENERAL PARTNER BY GEORGE TOBOLOWSKY, PRESIDENT, FOR
A SPECIAL EXCEPTION TO THE SIGN ORDINANCE, ON THE PREMISES
KNOWN AS BLOCKBUSTER VIDEO, LOCATED AT 9506 MAIN STREET AND
MORE PARTICULARLY DESCRIBED AS TAX MAP 58-3-((2))-28A.
WHEREAS, Capitol Entertainment of Northern Virginia, Ltd., by
Video Capitol Rental, Inc., Managing General Partner by George
Tobolowsky, President, has submitted application No. SE-77-90-1
requesting a Special Exception to the City Code listed below:
Section 26-44(b) (2)2a of the City Code to permit a building-
mounted sign to be erected on a wall of the building that is
not the building front where such signs are allowed only on
the building fronts.
WHEREAS, City Council has determined that the proposed Special
Exception is appropriate because the proposed development meets the
requisites established by City of Fairfax Code Sections 26-48(b) (1)
and (2) and 26-103(c) (1)-(11) for the following reasons:
The applicant had clearly demonstrated that the
requirements of the City Code would present a unique
burden due to the size and shape of the building.
The applicant has clearly demonstrated that there is no
visibility at the end of the store from Pickett Road or
Main Street since the roads are such a great distance
from the store.
The applicant has clearly demonstrated that the safety
of pedestrians will be enhanced by keeping the entrance
to the front of the building.
The applicant has clearly demonstrated that the signage
on the front of the building is partially blocked by
another building.
NOW, THEREFORE, BE IT RESOLVEDA~y t. he ~ity Council of the City

application No. SE-77-90-1 be an~ h~reby is APPROVED, subject to
the following condition:
1. The sign not exceed the square footage of the front sign
on the premises known as Blockbuster Video, 9506 Main
Street.
