AMENDMENT TO CHARTER AGREEMENT OF THE
NORTHERN VIRGINIA PLANNING DISTRICT COMMISSION
REVISING THE MEMBERSHIP FORMULA
WHEREAS, the Charter Agreement of the Northern Virginia
Planning District Commission requires that the population on which
representation on the Commission is based shall be reviewed every
five years from the effective date of the Charter (September 30,
1969) and that appropriate adjustments in membership shall be made
on the first day of the following July; and
WHEREAS, when the Operations Committee reviewed updated
population figures in October 1989, it was determined that three
seats should be added to the Commission's membership on July 1,
1990, increasing the size of the Commission from 37 members to 40
members; and
WHEREAS, the Operations Committee directed that a study be
undertaken to assess whether the membership formula should be
revised; and
WHEREAS, this review was prompted by concern over the growing
size of the Commission's membership and of the lack of a built-in
mechanism to restrain membership growth, by a recognition that the
existing formula imposed a requirement on Fairfax County that
nearly all of the members of its governing Board be appointed to
the Commission, and by expressions of interest by two smaller towns
in Northern Virginia in joining the Commission; and
WHEREAS, based upon its review, the Operations Committee
recommended that two amendments be made to the Charter Agreement:
1) that the population increment for allocating extra seats be
changed from 50,000 to 75,000, and 2) that at least 50 percent of
each member government's representation be composed of elected
officials; and
WHEREAS, the Executive Committee of the NVPDC has reviewed,
and has concurred with, the Operations Committee's recommendations;
and
WHEREAS, the Charter Amendment may be amended only by the
concurrence of the governing bodies of all member governmental
subdivisions;
NOW, THEREFORE, BE IT RESOLVED, that the city of Fairfax
concurs in the recommendations for amending the provisions on
membership representation in the Charter Agreement.
