WHEREAS, the General Assembly of the Commonwealth of Virginia has passed
a bill (HB 1684) granting to the local jurisdictions in Northern Virginia the
authority to place before the voters of those jurisdictions a referendum that
would allow the Commonwealth to increase the state income tax paid by individuals
by an amount up to one percent (1%) for application to transportation improve-
ments; and
WHEREAS, the City of Fairfax has developed a multi-year transportati~
improvement program to be accomplished within the City's Capital Improvement
Program; and
WHEREAS, this balanced transportation program can be supported with the
currently projected City's revenues.
NOW, THEREFORE, BE IT RESOLVED, that this City Council will not consider
a state income tax surcharge as permitted by the new bill.
