19890425 r-89-14RESOLUTION NO: R-89-34 A RESOLUTION ESTABLISHING BIENNIAL REVIEW OF THE COMPREHENSIVE PLAN WHEREAS, the Mayor and City Council believe that a current and well-studied Comprehensive Plan for the City of Fatrfax is essential for the purpose of guiding and accomplishing the coordinated and harmonious developments of land within the City limits; and WHEREAS, the Mayor and City Council believe that the Comprehensive Plan can be effective in accomplishing its purposes only if it is employed as a primary consideration in establishing zoning classifications and drawing zoning district boundaries; and WHEREAS, the Mayor and City Council believe that, in addition to the scheduled 5-year review, biennial review of the Comprehensive Plan is necessary to provide for the trends of growth and change and for the current and future needs of the community; and WHEREAS, the Mayor and City Council have further determined that decisions to amend the Comprehensive Plan in the biennial review must be based on statistical data indicating a need serving the public interest; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Fairfax that the Planning Commission and City Council establish and pursue a systematic procedure for biennial review of the Comprehensive Plan to determine whether it is advisable to amend the Plan, the first of such reviews to occur in 1990 and 1992; BE IT FURTHER RESOLVED that any amendments resulting from the biennial review of the Comprehensive Plan shall be based on statistical information establishing an immediate need serving the public health, welfare or benefit; AND BE IT FURTHER RESOLVED that all other amendments will be considered as part of a scheduled five-year review of the Comprehensive Plan; AND BE IT STILL FURTHER RESOLVED that, effective immediately, it shall be the policy of the City of Fairfax to deny zoning requests that are not in substantial accord with the adopted Plan.
