19880126 r-88-1RESOLUTION NO. R-88-1 WHEREAS, on September 17, 1987, Governor Gerald Baliles, in recognition of the extraordinary transportation needs of Northern Virginia, directed that a detailed Subregional Transportation Plan be developed for the area; and WHEREAS, this Plan, in map form, should reflect regional consensus on transportation objectives and indicate construction objectives in the greatest possible detail including, but not limited to, specific rights of way, identi- fication of interchanges, locations of new corridors, mass transit and traffic management alternatives and demographics; and WHEREAS, each transportation element should be provided with an associ- ated cost and benefit estimate. WHEREAS, the Plan will be the result of a fully coordinated effort be- tween state, local and federal entities, as well as the private sector, and will take into consideration the transportation needs as seen by each of these entities; and WHEREAS, such coordination is to be ensured through regularly scheduled meetings of Policy, Technical, and Citizen Committees composed of mayors, board chairs, regional transportation organization chairs, along with federal, state, regional and local staff, and citizen representatives; and WHEREAS, this Plan is to be completed within one year; and the need for such a detailed coordinated Plan is fully recognized; NOW, THEREFORE, BE IT RESOLVED that assistance in the cooperative devel- opment of the Plan will be provided as necessary in order to achieve an inte- grated Subregional Plan within one year. BE IT FURTHER RESOLVED that implementation of this Plan by both the Virginia Department of Transportation and the local governments as the future transportation system for the region is a high priority.
