WHEREAS, the City Charter, Chapter 5, Section 5.5, states that the first
meeting of the newly elected Council shall take place in Council Chambers in the
City Hall at eight o'clock P.M. on the first Tuesday of 3uly following their election;
and
WHEREAS, the time, place and dates of future meetings may be determined by
the City Council; and
WHEREAS, the Virginia Freedom of Information Act (as amended through
September 4, 1982) clearly states in Section 2.1-340.1 the public business shall be
transacted under the scrutiny of public eye; and
WHEREAS, the City Council is desirous of conducting effective and efficient
meetings with maximum public participation and knowledge in full view of the public
eye; and
WHEREAS, the City Council is desirous of and will attempt to complete city
business in two meetings each month; and
WHEREAS, hearings are already scheduled for two meetings in 3uly and two
meetings in August, plus one public work session in August, and changing such
meetings would incur additional advertising expenses.
NOW, THEREFORE, BE IT RESOLVED THAT:
1. The City Council shall hold two meetings in 5uly on the first and second
Tuesdays, shall hold three meetings in August on the first and fifth Tues-
days and a public work session on the first Wednesday, but shall thereafter
hold meetings on the second and fourth Tuesdays of each month, at City
Hall, at eight o'clock P.M.; and
2. Should extensive public work sessions or special meetings of Council be
necessary, it shall be determined by a majority vote of the Council and
shall be scheduled as appropriate and shall be publicly announced at which
time the subject matter will also be announced; and
3. It shall be the policy of the Council that all members will be in City Hall
at 7:30 P.M. the night of such regularly scheduled meetings and the Coun-
cil agenda shall show that period from 7:30 to $:00 P.M. as a public work
session, but it also may be used, after a call to order of the Council and
public action as required by law, for an executive session. Should there be
no need for either a work session or executive session, Council members
will be available for citizen discussions.
