WHEREAS, the City of Fairfax, Virginia ("City"), has purchased a computer-
ized traffic control system to synchronize the operation of the traffic signals
within the City;
WHEREAS, the Department of Highways and Transportation of the Commonwealth
of Virginia ("State") currently administers, operates, and maintains the traf-
fic signals located in Fairfax County, Virginia at the intersections of Lee
Highway (Rt. 29) and Shirley Gate Road (Rt. 655), John S. Mosby Memorial High-
way (Rt. 50) and Waples Mill Road (Rt. 665), and Lee Highway (Rt. 29) and
Blake Lane (Rt. 655) (all three signals are hereinafter referred to as the
"Traffic Signals");
WHEREAS, the City desires to connect the Traffic Signals at the inter-
sections described above to its computerized traffic control system in order
to synchronize the Traffic Signals with adjacent traffic signals in the City
and thereby improve the flow of traffic through the City;
WHEREAS, the City desires to operate, administer and maintain the Traffic
Signals to ensure that such Traffic Signals remain connected to and synchro-
nized with the adjacent traffic signals in the City;
WHEREAS, the synchronization of the Traffic Signals with the adjacent traf-
fic signals in the City will benefit Fairfax County residents and other motor
vehicle operators in Virginia who must enter or leave the City; and
WHEREAS, the City has the authority to enter into contractual relationships
with the State and its departments under section 2.6 of the City Charter;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FAIRFAX,
VIRGINIA:
That the City Manager of the City of Fairfax, Virginia, is hereby author-
ized to enter into a contract with the Commonwealth of Virginia, Department
of Highways and Transportation, acting by and through its Commissioner of High-
ways and Transportation, for ~he purpose of transferring the administration,
operation and maintenance of the following traffic signals from the C~mmon-
wealth to the City:
The traffic signals located in Fairfax County, Virginia at the intersection
of Lee Highway (Rt. 29) and Shirley Gate Road (Rt. 655), John S. Mosby Memorial
Highway (Rt. 50) and Waples Mill Road (Rt. 665), and Lee Highway (Rt. 29) and
Blake Lane (Rt. 655).
