WHEREAS, because the City Council is interested in the imvroved flow of
traffic on Route 123, the following measures are to take olace concurrently;
WHEREAS, the off-street 1)arking sDaces on the east side of Route 123 from
North Street to Whitehead Street will be removed;
WHEREAS, the CiW Council of the City of Fairfax hereby apr>rooriates
$30,000 from account ~99 to account 2968 for the ourDose of imr>rovements to the
Post Office oarking lot and the Post Office emDloyee parking lot (Stuart Petroleum
Proverty~ off University Drive;
WHEREAS, the City Council hereby prohibits left turns northbound on
Route 123 unto North Street west in order to facilitate traffic movement;
WHEREAS, the City staff will monitor stacking spaces on Route 123 to see
whether adequate stacking spaces are being provided for the left turn from Route 123
into 3udicial Drive and will encourage continued use of the byl)ass around the Fairfax
County comDlex;
WHEREAS, a left turn would not be Dermitted southbound off of Route 123
into the Post Office parking lot in order to insure appropriate vehicle safety;
WHEREAS, to held insure safe vehicular and vedestrian crossing in the area,
a signal light system, marked crosswalks, and Dedestrian lights will be installed, at
University Drive and Whitehead Street, aDDroximatelv in December, in concurrence
with prior imDrovements;
WHEREAS, the City staff would endeavor to work with Fairfax County and
the Post Office to provide'at least 10 Darking svaces beside and behind the Post
Office for Library employees in order to provide more r>arkin~ Dlaces for Library
patrons on the Library site, and the Post Office parking lot would be used for Library
Datron parking on weekends and nights;
WHEREAS, the City agrees to all terms set forth in the letter dated Octo-
ber g, 1985, from 3ay Hamilton Lambert, County Executive;
WHEREAS, this program will be reviewed within 60 days of implementation;
WHEREAS, the City staff is to work with the Postmaster on the best r~lace
for the drop boxes;
NOW, THEREFORE, BE IT RESOLVED that the program is to be imDle-
mented once all conditions have been met.
