R-$3-13 ASSESSMENT OF NEW BUILDINGS SUBSTANTIALLY COMPLETED AND ABATEMENT OF LEVIES ON BUILDINGS RAZED, DESTROYED OR DAMAGED WHEREAS, Sections 58-811.1 and 58-811.2 of the Code of Virginia allow this Council to direct partial assessment of certain new buildings if provision is made for abatement of levies on certain razed, destroyed or damaged buildings; and WHEREAS, the Council believes that such partial assess- ments and abatements will result in increased real estate tax revenue and greater equality in assessment of buildings within the City; NOW THEREFORE, BE IT RESOLVED THAT: 1. The City Council of the City of Fairfax, Virginia, directs that beginning in 1983 all new buildings within the City substantially completed or fit for use, occupancy and enjoyment prior to November 1 of the year of completion shall, when so completed or fit for use, occupancy and enjoyment, be assessed and taxed as provided for in Section 58-811.1 of the Code of Virginia, or in any subsequent recodification of or amendments to that section. 2. The City Council of the City of Fairfax, Virginia, directs that beginning in 1983 levies on buildings within the City which are razed, destroyed or damaged by a fortuitous happening beyond the control of the owner shall be abated and that the tax on such buildings shall be computed as provided for in Section 58-811.2 of the Code of Virginia, or in any subsequent recodification of or amendment to that section.
