R-83-15 RESOLUTION REQUESTING MODIFICATION IN THE CURRENT HOV LEVEL ON 1-66 WHEREAS, on December 21, 1982, that portion of 1-66 between the Capital Beltway and the Roosevelt Bridge opened to commuters from outside the Beltway including those from Fairfax City, and WHEREAS, the newest section of 1-66 was constructed as a means of relieving traffic congestion on nearby surface arteries and residential streets, and WHEREAS, the U. S. Department of Transportation has restricted morning (6:30 - 9 a.m.) and evening (3:30 - 6:30 p.m.) rush-hour traffic on 1-66 to carpools of four or more persons known as High Occupancy Vehicles, and WHEREAS, this restriction has imposed undue hardships on City of Fairf. commuters and discriminates against those commuters who for certain commuting circumstances can ride only in carpools of two or three persons. NOW, THEREFORE BE IT RESOLVED that the Council of the City of Fairfax, Virginia, does hereby go on record opposing the current HOV level and restricted hours, and requests the Department of Transportation to reconsider its position by allowing carpools of two or more persons with HOV hours of 7 a.m. to 8:30 a.m. and 4 p.m. to 6 p.m., and BE IT FURTHER RESOLVED that Council's action on this issue be communi- cated by Mayor Russell at a public hearing being held by Representative Frank Wolf on April 14, 1983.
