RESOLUTION ESTABLISHING A CITY CHARTER COMMISSION
WHEREAS, the City Charter has been in existence since 19611 and
WHEREAS, the Charter has undergone only one major review and study, that
being in the mid-1960's; and
WHEREAS, small but significant changes have been incorporated several
times since the Charter Commission in the mid-1960's; and
WHEREAS, numerous citizens and the City Council have commented on the
desire for a major review.
NOW, THEREFORE, BE IT RESOLVED THAT:
1. A City Charter Commission is established to conduct a review and
analysis of the Charter.
2. The Commission will prepare a plan and timetable for review of the
Charter, and present this plan and timetable to Council in a public work session on
October 19, 1982. The Commission will subsequently carry out its study and pre-
pare recommendations, including, where appropriate, alternatives for Council
consideration. The study is expected to be completed no later than February 28,
1982.
3. The Commission shall consist of seven members. Each Council member
and the Mayor shall appoint one citizen on or before August 24, 1982.
t,. The Mayor shall appoint one of the Commission as temporary chairman
for the purpose of calling the first meeting, at which time the Commission shall
select a permanent chairman.
5. The Commission may select and appoint additional citizens to sub-
committees as necessary and may, in accord with teh study plan adopted at the
public work session, seek legal advice from the City Attorney.
6. The City Council will conduct public hearings on the report.
