R-82-38 RESOLUTION CONCERNING THE POTOMAC EMBAYMENT STANDARDS WHEREAS, the State Water Control Board adopted the Potomac Embayment Standards in 1972 as discharge standards applicable to all Northern Virginia juris- dictional wastewater treatment plants discharging into Potomac River embayments from Hunting Creek to the Route 301 Bridge, and WHEREAS, the State Water Control Board, recognizing the questionable va- lidity and cost effectiveness of these standards, initiated action to restudy the Potomac Embayment Standards in 1978, and WHEREAS, it has been generally recognized by the Environmental Protection Agency, the State Water Control Board, and the scientific community that there has been significant improvement in water quality of the Potomac River and embay- ments over the past five to ten years, and WHEREAS, all of the jurisdictions in the Potomac Embayment Standard areas have expressed their concern over the high capital and operating costs required to meet the stringent embayment standards and have questioned the cost effectiveness and water quality benefits of achieving these standards, and WHEREAS, all of the Northern Virginia jurisdictions are concerned with envi- ronmental protection and are supportive of maintaining high water quality of our waterways, and WHEREAS, it is the collective opinion of the Northern Virginia jurisdictions that environmental protection of our waterways can be maintained to a high degree on a more cost effective/benefit related basis than the current Potomac Embayment Standards require, and THEREFORE BE IT RESOLVED by the City of Fairfax, Virginia, that we here- by support the State Water Control Board's action to restudy the Potomac Embayment Standards and to provide interim effluent limitations during the study until permanent more cost effective/water quality benefit related standards are developed.
