R-80-9 A RESOLUTION REGARDING THE BRAULT AMENDMENT TO HOUSE BILL 631 WHEREAS, H.B. 631, as passed by the Virginia House of Delegates, pro- vides for a regional four percent retail tax on gasoline to provide a "stable and reliable" source of revenue for financing Metro, and WHEREAS, the House-passed Bill provides that ali revenues derived from the tax shall be paid directly to NVTC for payment of the regions Metro deficit, and WHEREAS, under the aforesaid structure, Fairfax City would, next year, generate approximately 1.3 million dollars in tax receipts while having a al liability of only $600,000 in transit subsidies, under the existing cost allocation formula, and WHEREAS, it is the desire of the City of Fairfax to participate in the regional mass transportation program, without unduly subsidizing other juris- dictions, and WHEREAS, Senator Brault has introduced an amendment to HB 631, in the nature of a substitute, which provides for a split of the proceeds of the four percent tax between NVTC and the collecting jurisdiction, with the pro- vision that each jurisdiction shall utilize the tax revenues, first for its remaining mass transit obligations, if any, and then for other transportation needs, and WHEREAS, Senator BraUlt's amendment substantially addresses the concern of the City regarding the undue subsidization, now therefore be it RESOLVED, that the Fairfax City Council endorses Senator Brault's amendment, in the nature of a substitute to HB 631, and respectfully commends it to the Virginia Senate and House of Delegates for favorable action.
