Resolution Directing Preparation
of Housing Assistance Plan
WHEREAS, there is a need in the City of Fairfax,
Virginia to provide housing for elderly persons and low and
moderate income families, and
WHEREAS, the above stated need can be met by the rehabili-
tation of existing units and the construction of new family
units on the Higginbotham Property in the City of Fairfax, and
WHEREAS, the Presbyterian and Catholic non-profit
housing development corporations desire to proceed with a
development plan that will improve the housing situation in
the City for the elderly and for low and moderate income
families, and
WHEREAS, in order for the non-profit development cor-
porations to obtain funds from the United States Department
of Housing and Urban Development or other Federal/state agencies
a Housing Assistance Plan (indicating the need and proposed
location in the City for subsidized housing) must be approved
by City Council, and
WHEREAS, an amendment to the existing Cooperation Agree-
ment between the City of Fairfax and the Fairfax County Re-
development and Housing Authority is necessary so that the
Authority can apply for Federal and other appropriate funding
to support the Presbyterian and Catholic non-profit housing
corporations' development plan,
NOW THEREFORE BE IT RESOLVED that the City Manager is
requested by City Council to:
· Prepare a Housing Assistance Plan that defines the need
for housing for elderly persons and persons of low and
moderate income on property located in the City in the
10600 block of Main Street known as the Higginbotham
Property. The Housing Assistance Plan shall include
the rehabilitation of up to 34 existing garden apartment
units and the development of new construction of no
more than 26 units for low and moderate income families
and 150 units for elderly persons.
· Prepare an Amendment to the City's Cooperation Agreement
with the Fairfax County Redevelopment and Housing
Authority which allows the Authority to apply for
appropriate Federal/state and other funding for the
above project.
· Advertise the Housing Assistance Plan and Amendment to the
Cooperation Agreement for public hearing and action by
City Council on September 11, 1979
