WHEREAS, the Washington Metropolitan Area Transit Authority,
upon acquisition of the local bus companies, had adopted a "stabilized
fare" policy; and
WHEREAS, this policy, due to inflation, has decreased the
value of the current base boarding fare from forty cents to thirty
cents in constant dollars; and
WHEREAS, the Washington Metropolitan Area Transit Authority
is in the process of adopting a bus deficit allocation formula
in which ridership, bus hours and bus miles of operation in a
jurisdiction are the prime determinants of that jurisdictions's
Metrobus operating subsidy; and
WHEREAS, the Washington Metropolitan Area Transit Authority
proposed fare structure for the Metrobus system will fund two-
thirds or less of the estimated Metrobus operating costs for
Fiscal Year 1976 and beyond; and
WHEREAS, the Washington Metropolitan Area Transit Authority
proposed fare structure for Metrorail will require the City of Fairfax
to pay an operating subsidy for Metrorail and to pay its proportionate
share of the debt service for the Federally insured revenue bonds,
WHEREAS, the Washington Metropolitan Area Transit Authority
has determined that regional Metrobus ridership has stabilized such
that the Phase IV expansion in Metrobus service has been indefinitely
set aside;
NOW, THEREFORE BE IT RESOLVED, that the City Council of Fairfax,
Virginia, supports the following policy for Metrobus and Metrorail
fare systems:
1. Fares to be charged during the rush hour periods should
be increased at least 25% over the current base boarding
fare.
2. The fares charged for Metrobus and Metrorail should be
equal to maximize the percentage of operating costs

and debt service on issued Washington Metropolitan
Area Transit Authority revenue bonds funded by the
ridership.
3. Any proposed fare structure will be adopted by the
Washington Metropolitan Area Transit Authority
Board of Directors concurrent with or after the
adoption of the Metrobus deficit allocation formula.
BE IT FURTHER RESOLVED, that the City Council holds that
the base day period Metrobus service to and from the City of
Fairfax should be consolidated (based on the results of the
November 1974 Washington Metropolitan Area Transit Authority
ridership survey).
THEREFORE, the City Council requests the Northern Virginia
Transportation Commission and Washington Metropolitan Area Transit
Authority to provide alternative solutions, prior to April 30, 1975,
for streamlining the cost of this economically unsound Metrobus
service through the various strategies of increasing bus headways,
discontinuing service, etc. The City Council authorizes the Mayor
or his designated representative to present this resolution at
the March 20, 1975 Washington Metropolitan Area Transit Authority
Public Hearing on Proposed Metrobus-Metrorail Fare/Zone Structure
Hearings.
