R-72-20 RESOLUTION CREATING THE CENTER CITY COMMISSION FOR FAIRFAX CITY WHEREAS, that area that comprises the center of the City of Fairfax plays a traditional and unique role both in determining the character of life in the City and as a professional, cultural, and governmental center for the surrounding metropolitan area; and WHEREAS, there is an immediate need to encourage future development of that area in order to maintain a healthy and harmonious blend of commercial and residential land use and to achieve a central area that is economically sound, generally pleasing and readily accessible to the residents of the City; and WHEREAS, there is a great need for full citizen participation in the review and development of the alternative plans and techniques that will be necessary and desirable in achieving an attractive and appropriate central area; NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of Fairfax, Virginia, that it hereby creates the Center City Commission for the purpose of preparing recommendations for a comprehensive plan for the development of the central area of Fairfax City. 1. Membership: The Commission shall consist of eleven (11) members, including a chairman, one City Councilman, and nine (9) other citizens, includ- ~g one member of the City Planning Commission, and one member of the City's Chamber of Commerce. The Commission shall be appointed by the City Council and serve at its pleasure. In the selection, City Council will give consideration to the geographical areas represented by the appointees, all of whom shall be residents of Fairfax City. 2. Chairman: The chairman shall be appointed as such by the Council. He shall call and conduct the meetings and shall be a voting member of the Commission. The chairman may appoint a vice-chairman to discharge his R-72-20 duties in his absence and a secretary to assist with the official records of the meetings and with correspondence. The chairman is also empowered to appoint such subcommittees as he deems needed and desirable, drawing from the Center City Advisory Committee. 3. Meetinqs: Meetings of the Commission shall be called by the chairman. Six (6) members including the chairman (or viCe-chairman, in his absence) shall constitute a quorum of the Commission. 4. Staff Support and Budqet: The Commission may request, through the City Manager, the assistance of the City staff as it may feel necessary. The Commission may also submit requests, through the City Manager, to the City Council for the appropriation of such funds as may be needed to conduct its business. 5. Center City Advisory Committee: There is hereby also established a Center City Advisory Committee which shall advise and assist the Commission in whatever ways the Commission shall deem desirable. The chairman of the Commission also shall act as chairman of the Advisory Committee. Members of the Advisory Committee shall be appointed by the Council or by the Commission and shall serve at the Commission's pleasure. 6. Reports: The Center City Commission shall examine the various alternatives available for the future land use and development of the Center City, which is approximately that area shown on the Fairfax City Comprehensive Master Plan (1968) as "to be planned in the future." The Commission shall, in the course of these examinations, submit two reports to the Council. - 2 - R-72-20 prepared for public presentation and discussions. 1) Land Use and Traffic Patterns Report This report shall contain a map showing land use and traffic patterns similar to that contained in the 1968 Comprehensive Master Plan, and a report (1) describing the rationale supporting the recommendations in land use and traffic patterns, and (2) any changes needed in the City's zoning Ordinance to help accomplish the recommended land use and traffic patterns. This first report shall be completed by the end of January, 1973. 2) Development Plan Report The City Council, upon receipt of the Land Use and Traffic Report, and upon making whatever modifications it deems necessary, shall give instructions to the Commission to commence the preparation of the Development Report. The Development Plan Report shall consist of recommended specific development potentials, both public and private; recommended staging of development; comprehensive planning and long-term budgeting of needed public services and/or facilities; new or modified agencies, development vehicles, or inducements needed to accomplish desired developments; as well as any other specific areas deemed, either by the Commission, or the Council, as requiring further study. The Development Report shall be submitted to the Council at a date contained in the instructions to be given by the Council after receipt of the Land Use and Traffic Report. Where the Commission, either as a group or individually, feel it useful, minority or alternative views shall be filed with the above reports. From time to time the chairman shall report on the progress of the Commission's studies to the Council. 3) Procedures The above reports, or separate portions thereof, will be The portions of - 3 - these reports which constitute formal amendments to the 1968 Comprehensive Plan for the City of Fairfax will be submitted to the Planning Commission for public hearings and the formulation or recommendations to the Council.
