19720321 r-72-7RE SOLUT I ON R-72-7 WHEREAS, WHEREAS, WHEREAS, WHEREAS, William D. Golightly having served as City Manager in the City of Fairfax since December, 1967; and He has rendered exemplary and singularly outstanding per- formance of duties as City Manager in the development of wide ranging administrative improvements, including the establishment of a comprehensive reporting and communica- tions system, introduction and implementation of electronic data processing, an in-depth review of all City-County contracts, and an in-house evaluation and development of job descriptions; and At his direction a Community Goals Study was conducted, involving City residents and resulting in many far- reaching public improvement programs; and At Mr. Golightly's direction, a number of Public Works projects were initiated including formulation of a plan for development'of a complete storm drainage program in the City, a street relighting program with major improve- ments to highway arterials in the City, construction of a 1.3 billion gallon reservoir, designed to serve the needs of an expanded population; and In the development of a comprehensive recreation facility program, he was the motivating force in the acquisition of almost 50 acres of park land and the introduction of a community-school program; and Under Mr. Golightly's management, expanded programs in public information, police-community relations, traffic safety, economic development and improvement of the City's government organization and procedures were ini- tiated and implemented. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Fairfax, on behalf of all its residents, expresses appreciation to and heartily commends William D. Golightly for his exemplary and professional service and many contributions to the City and extends to him sincere wishes for continued success. Adopted this twenty-first day of March, Virginia.
