BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAIRFAX, VIRGINIA
AS FOLLOWS:
1. The Commonwealth of Virginia, Department of Highways is
hereby requested to establish and set up a project within the City of Fair-
fax, Virginia to reconstruct Old Lee Highway (Route 237) from Fairfax Circle
to approximately 650 feet south of Accotink Creek, to provide improvements
as shown by the report of Peat, Marwick, Mitchell & Company transmitted to
the Virginia Department of Highways on April 16, 1971 for early implementation
under the TOPICS program, and other features as may be necessary.
2. The City hereby agrees to pay its share of the cost for surveys
and plans, right-of-way and construction under the cost formula of eighty-
five percent by the Department of Highways and fifteen percent by the City.
3. The City further agrees that if the said project is established
as herein requested and thereafter the City decides not to proceed further
with the said project, then the City will repay the Department of Highways
for one hundred percent of the cost incurred for the said project to the time
of abandonment.

Dear Mr. Wilkinson:
Enclosed are six (6) copies of a revised plan for
the early-implementation project on Old Lee Highway [Route
237] @ Pickett Road in the City of Fairfax. this project
was originally submitted on December 16, 1970.
This project is being resubmitted in order to
combine the improvements at Pickett Road with additional
improvements on Old Lee Highwa3 to the south of Pickett
Road. This combined project fs now of a cost that is of
sufficient magnitude for efficient programming and con-
tracting. There are no changes to the previously submitted
project.
We have attached an ~nalysis of the combined project
which presents the estimated., costs and anticipated benefits.

Old Lee Highway is presently constructed to a width
of approximately 60' from Pickett Road south to the culvert
over the North Fork where the roadway width suddenly narrows
to 20' across the ~existing structure. There is no transition
available between these two cross sections, resulting in a
very hazardous, unsafe geometric condition. Roadway capacity
is also severely limited due to this constriction
PMM&Co. recommends that the roadway be widened to
four lanes from the end of the present section to a point
approximately 600 feet south as shown on the accompanying
plans. This would allow for ~ safe, gradual transition from
the four-lane to two-lane section beyond the horizontal
curvature. This widening will require no additional right-
~of-way.

Summary:
The implementation of this project will eliminate
a dangerous potential accident situation and improve traffic
capacity. This project rates very high in terms of cost-
effectiveness and is justified as an early-implementation

project. We have therefore combined this work with the
traffic operation improvements recommended at the inter-
section of Old Lee Highway and Pickett Road to provide a
project which will correct the entire problem at one time
and provide for easier programming. Additional data
concerning the relationship of this project to the area-
wide TOPICS plan will be included in the final report.
