19700303 r-70-05 RESOLUTION R-70-5 WHEREAS, the virginia Department of Highways has pre- pared plans for improvements to North Street and West Street as part of the "one-way pair" system from Route 236 to Route 123 in the city of Fairfax; and WHEREAS, these plans were prepared pursuant to a re- solution of the city Council of the city of Fairfax, dated Sept- ember 27, 1966, which indicated the "one-way pair" system as the desirable method of extending the Route 236 construction project through the center of the City; and WHEREAS, the Department of Highways held a hearing in the City Hall of the city of Fairfax for the purpose of publically reviewing said plans on March 25, 1969; and WHEREAS, upon review of the hearing transcript, the city Council did pass a resolution on June 17, 1969, urging the Department of Highways to proceed with the project as presented after giving due consideration to public comments, and this was further amplified by letter of the city Manager of the city of Fairfax, dated June 24, 1969, to indicate that the right-of-way taking should be governed by the criterion of sound engineering and economic feasibility; and WHEREAS, the suggestion to reduce North-West Street to two lanes between Routes 123 and 236 while leaving North Street east of Route 123 three lanes, and while Route 123 will signifi- cantly contribute to the traffic using this street enroute to the Fairfax County office building, thus causing a bottleneck in traffic movement through this project area; and R-70-5 -2 WHEREAS, no final approval has yet been obtained for this section of the roadway at the originally presented three- lane width, and the City Council wishes to leave no doubts as to its position in the matter; NOW, THEREFORE, BE IT RESOLVED that the City Council of the city of Fairfax: 1. Repeats its petition that the plans as presented at the public hearing by the Department of Highways be ap- proved as the basis for proceeding with final plans. 2. Stresses to the Department its belief the full three-lane width must be constructed now to handle project- ed traffic adequately. 3. Requests the Department to determine the full right- of-way taking with sound engineering and economic feasibility as the bases for decision. BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the Virginia Department of Highways, and that its Commissioner be encouraged to use his good offices to move this long-awaited and much-delayed project forward.
