19670207 r-67-4R-67-4 RESOLUTION WHEREAS, the urban growth in suburban areas adjacent to Washington, D. C., has greatly surpassed the development of adequate public transportation facilities; and WHEREAS, the urban renewal activity in the southwest mall Federal employment area is increasing the number of employees, while drastically reducing the quantity of parking spaces for commuters; and WHEREAS, congestion on the highways of Fairfax City, Fair- fax County, Arlington and Alexandria is mounting, and is further complicated by various highway construction projects; and WHEREAS polls conducted by several Federal agencies in the southwest mall and Washington Union Station areas indicate a large volume of persons indicating a desire for railroad commuter service from points around the Richmond, Fredericksburg & Potomac railroad in Virginia; and. WHEREAS, the Northern Virginia Transportation Commission and the Richmond, Fredericksburg & Potomac Railroad Company have cooperatively studied the possibility of introducing commuter train service between Franconia, Virginia, and Washington, D. C., and have determined the general feasibility of providing such service on a demonstration project basis; and WHEREAS, Public Law 89-774 establishes the Washington Metropolitan Area Transit Authority as the proper agency to conduct such a demonstration project, and authorizes the Authority to re- ceive grants from the United States and from the local governments within the transit zone; NOW THEREFORE BE IT RESOLVED that the City Council of the City of Fairfax, concurring fully with the findings of the Northern Virginia Transportation Commission, respectfully requests the Washington Metropolitan Area Transit Authority to: (1) Apply to the United States Department of Housing and Urban Development for funds under the Urban Mass Transit Demonstration Grant Program for the purpose of conducting a project essentially as defined in the draft application as passed by the Northern Virginia Transportation Commission; (2) Authorize the transfer to the Authority of such data, material and personnel as the Northern Virginia Trans- portation Commission has developed and is using in the devel- opment of this demonstration project; and (3) Initiate a study with the assistance of the Northern Virginia Transportation Commission to determine an equitable prorating of the local government contribution among the benefiting cities and counties.
