R-20-35RESOLUTION NO.2020-35 RESOLUTION ADOPTING CITY OF FAIRFAX PURCHASING RESOLUTION WHEREAS, the City of Fairfax, Virginia is committed to maintaining high public confidence in purchasing by the City government, to encourage the maximum feasible competition in public purchasing among vendors and contractors, to administer fairly and equitably its purchasing policies, and to obtain high quality goods and services at reasonable cost; and WHEREAS, the Virginia Public Procurement Act (Code of Virginia Sec. 2.2-4300 et seq.) (the "VPPA") sets forth provisions and requirements, both mandatory and optional, for governmental procurement from non -governmental sources and, further, permits the adoption by resolution of alternative policies and procedures that are consistent with the provisions of the VPPA and based on competitive principles and generally applicable to the procurement of goods and services, with certain exceptions. NOW, THERFORE BE IT RESOLVED, by the City Council of the City of Fairfax, Virginia, that the City of Fairfax Resolution attached to this resolution be, and hereby is, adopted to govern the conduct of all purchasing/procurement by the City of Fairfax, Virginia, except as otherwise set forth therein or as otherwise provided by applicable law. The provisions of the City of Fairfax Purchasing Resolution adopted hereby shall be deemed to be operative and effective for any purchasing contracts and agreements executed from and after the effective date of this resolution.
