R-20-10RESOLUTION NO.2020-10 A RESOLUTION AUTHORIZING THE RECEIPT OF LOCAL ALLOCATION(S) OF FEDERAL CARES ACT CORONAVIRUS RELIEF FUND PAYMENTS FROM THE COMMONWEALTH OF VIRGINIA AND THE PREPARATION AND EXECUTION OF THE REQUIRED CERTIFICATION WHEREAS, the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act of 2020 provides funding for a variety of different programs to address the COVID-19 pandemic, including assistance to state, local, territorial and tribal governments for the direct impact of the pandemic, through the establishment of the Coronavirus Relief Fund (CRF); and WHEREAS, allocations from the CRF were sent to states based on population (and directly to certain larger jurisdictions meeting a population threshold), including the Commonwealth, and the Governor has determined that a portion of the locally -based allocations (50%) will be distributed by the Department of Accounts (DOA) to counties and cities, based on the proportion that the locality's population represents of the statewide total population, on or around June 1, 2020, after DOA's receipt of a signed certification from the locality; and WHEREAS, the City desires to pursue its allocation and accept such funds, subject to the limitations imposed on their disbursement by the CARES Act and in accordance with applicable guidance. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAIRFAX THAT: 1. The City shall pursue any allocation of CRF funds from the Commonwealth, provided that such funds, once received, shall be segregated for use for qualifying expenses as provided in the CARES Act and subject to applicable limitations. 2. The City Manager, the Chief Financial Officer, and the Mayor are authorized and directed, on behalf of the City, to execute the Certification for Receipt of Coronavirus Relief Fund Payments required by the Commonwealth and to ensure the City's compliance with any requirements associated with the use of such funds. 3. This Resolution shall take effect immediately upon its adoption.
