RESOLUTION TO APPROVE THE ESTABLISHMENT OF A DOWNTOWN
VISIONING COMMITTEE
WHEREAS, There is currently a significant amount of interest in investing in the
downtown area from many entities, including interest in sites that are owned by the City; and
WHEREAS, the City of Fairfax 2035 Comprehensive Plan includes recommendations to
develop small area plans for each of the activity centers in the City, including the Old Town
Activity Center; and
WHEREAS, City Council has directed staff to proceed with the development of a small area
plan for the Old Town Activity Center, though final recommendations would not be
anticipated until June 2020; and
WHEREAS, the City Council expressed support for the establishment of a Downtown
Visioning Committee during a budget discussion on March 16, 2019, with the purpose of
providing a high level vision in the near term and providing guidance to interested investors
while details of future development considerations are worked out through the small area
plan process;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Fairfax
hereby approves the establishment of a Downtown Visioning Committee with a purpose
stated herein, to include, but not be limited to, representatives from the following
organizations:
I . Economic Development Authority
2. Planning Commission
3. Central Fairfax Chamber of Commerce
4. Old Town Fairfax Business Association
5. George Mason University
6. City of Fairfax Civic Association
7. Fairfax County (Court Complex)
8. Historic Fairfax City, Inc.
9. Board of Architectural Review
10. Community Appearance Committee
11. Commission on the Arts
12. Two downtown business/property owners
13. A representative from NAIOP Commercial Real Estate Development Association, the
Northern Virginia Building Industry Association, or similar organization
14. Fairfax City Citizens for Smarter Growth
