R-17-23RESOLUTION NO. R-17-23 Resolution Approving the City's Submission to the Northern Virginia Transportation Authority (NVTA) for I-66 Outside the Beltway Concessionaire Funding WHEREAS, The Commonwealth's Transform I-66 Outside the Beltway (OTB) project is a public private partnership between the Virginia Department of Transportation (VDOT), the Department of Rail and Public Transportation (DRPT) and a private partner, Express Mobility Partners (EMP); and WHEREAS, The final agreement is anticipated to include a $500 million concessionaire payment for multimodal projects within the I-66 OTB corridor; and WHEREAS, The NVTA has been requested to solicit eligible projects and make project recommendations to the CTB; and WHEREAS, Projects recommended for consideration must be included in a document that has undergone a public process; located in the I-66 OTB corridor or demonstrate a clear and compelling nexus to the I-66 OTB corridor; able to start utilizing the requested funding by toll day -one (2022); able to demonstrate commitment of any required operation and/or maintenance funds; and show benefit to users within the corridor; and WHEREAS, The City's recommended project for NVTA and CTB consideration is the George Snyder Trail. This project meets the eligibility requirements and is a priority for the City. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Fairfax, Virginia that the City Council hereby approves the submission to the Northern Virginia Transportation Authority the request for $14M for the George Snyder Trail.
