Contracted Services for the City through the County 1 At a meeting of the City Council of the City of Fairfax, Virginia on Wednesday, August 30, 1961 at 4: 00 P.M. , at which meeting a quorum was preset and voting, the following resolution was adopted: WHEREAS, on June 30, 1961 , the Town of Fairfax became the City of Fairfax, a city of the second class ; and WHEREAS, several services previously rendered in the Town of Fairfax by the County of Fairfax are now the responsibility of the City of Fairfax; and WHEREAS, the Board of County Supervisors of Fairfax County at a meeting on August 9, 1961 passed a resolution offering and agreeing to furnish certain services to the City Of Fairfax under certain cost arrangements. Now therefore, BE IT RESOLVED by the City Council of the City of Fairfax, Virginia that the City Council express its appreciation to the Board of County Supervisors for the offer to provide these services. And be it further RESOLVED, that in view of the fact that the proposed AGREEMENT dated August 9, 1961 offers more services than for which the City chooses to contract, the following revised list of services which the City of Fairfax desires to continue sharing with the County of Fairfax and the recommended method of determining the cost of these services be forwarded to the Board of County Supervisors for their consideration, and be it further RESOLVED, that the Mayor and the City Council and the City Manager of the City of Fairfax hereby express their willingness to meet at any time with the Board of County Supervisors and the County Executive of the County for further discussions if desired. (As is the practice with Fails Church) 2. WELFARE - Virginia Public Assistance Program Cost of administration should be bonne by Fairfax County, Falls Church and the City of Fairfax in the proportion that the population of each bears to the aggregate population of the three jurisdictions. As for other expenditures , the City should reimburse the County for actual amounts. If county can apply fdI and receive state reimbursement, city would pay net amount. Otherwise, city would pay total amount to County and apply for state reimbursement. Estimated net administrative cost to County $ 151 ,000 *City share of administrative cost (5. 19%)---$7,836.90 Estimated net cost for welfare assistance--- 7,500.00 Estimated total cost to city $15,336.90 *Percent of population excluding Lorton Reformatory, Fort Beivoir and Coast Guard installation. Should be paid monthly upon receipt of bill from County Welfare Department. 3. HEALTH SERVICES Cost should be determined and approved by State Health Department, in mahner in which Falls Church's cost is determined. In any event , City of Fairfax should pay maximum of proportionate share of cost based upon population (5. 19%). Estimated net cost of Health Program to County $334, 196.00 City's share (5. 19;0) 17,344. 77 Should be paid quarterly. (As is the practice with Falls Church). Final payment at end of fiscal year to be adjusted to actual cost. 4, FIRE PROTECTION AND EXTINCTION Cost of fire protection should be determined by City assuming proportionate share of amount that County contributes to the seventeen independent companies and two auxiliary companies located within the coLnty and to the Fire Control Center. The Fairfax Volunteer Fire Department (No.3) is responsible for fire protection over a forty square mile area, six square miles of which are located within the City of Fairfax. It therefore appears that the most equitable approach is to base the CitY's share of the local departments ' cost on the percentage of calls made within the City during the past year. (Approximately 66%) . Estimated cost of Fire Protection to County $700,247.00 *Estimated cost per department 700,247 40,014. 11 17.5 Estimated cost to City - 66% X $40,014. 11 26,409.31 Two auxiliary units counted as i/2 department. NOTE: If exact amount that County contributes to local bepartment (No.3) can be determined, City would pay 66% of this amount. Should be paid quarterly with final payment adjusted to actual cost determined after annual audit. 5. LIBRARY Cost for use of library facilities should be borne by Fairfax County and the City of Fairfax in the proportion that the population of each bears to the aggregate population. Estimated net cost to County $551 ,064.00 *City's share (5. 17%) 28,490.01 *Percent of population excluding Lorton Reformatory. Should be paid quarterly with final payment at end of fiscal year adjusted to actual cost. 6. SANITARY LAND FILL Use of sanitary land fill should be on contract basis with price per cubic yard of refuse. Fee charged should be based on operational cost to County.
