City Membership in the NVRPA A RESOLUTION PROVIDING FOR THE MEMBERSHIP
OF THE CITY OF FAIRFAX IN THE
NORTHERN VIRGINIA REGIONAL PARK AUTHORITY
WHEREAS , the Northern Virginia area is being developed rapidly,
thereby making urgent the preservation o' sufricient open spaces to meet
the park and recreation needs of the ever-growing population of the area;
and
WHEREAS , these par:: and recreation needs require long-range
planning and operational programs at both the local jurisdictional level
and the regional level ; and
WHEREAS , the City of Fairfax does not have within its boundaries
suf.-icient open space to provde for the necessary park and recreational
needs of its citizens ; and
WHEREAS , the Northern Virginia] Regional Park Authority was
created in 1y58-1959 under the Virginia Park Authorities Act (Chapter 21 . 1 ,
Title 15, Code of Virginia, 1y50) by joint resolution of the Counties of
Arlington and Fairfax and the City of Falls Church to plan for and provide
regional park and recreational areas; and
WHEREAS , the Regional Park Authority has begun a program of park
land acquisition as provided for by the Park Authorities Act of Virginia;
NOW, therefore, be it resolved by the City Council of the City of
Fairfax, that :
SECTION 1 . It is the intention of the City Council of the City of Fairfax
to join the Northern Virginia Regional Par,: Authority, as provided for by
the Park Authorities Act (Chapter 21 . 1 , Title 15, Code of Virginia, 1950)
as amended, which authority was created for the purposes of planning,
acquiring, developing, constructing, operating and maintaining a system
of Regional Par;:s within the geographical limits of the political sub-
divisions composing the said Authority, and for the Purpose of exercising
the powers conferred by said Act in relation to the Foregoing. No other
or further project shall be undertaken by the Authority so created unless
and until the governing bodies of the political subdivisions composing
the Authority shall by subsequent concurrent resolution, after public hear-
ing or hearings , and with or without referendum, specify the further
project or projects to be undertaken by such Authority.
SECTION 2. In compliance with the Virginia Park Authorities Act (Chapter
21 . 1 , Title 15, Code of Virginia, 1950) as amended, the City Council of the
City of Fairfax hereby certifies that:
(a) The City of Fairfax desires to join with the
NORTHERN VIRGINIA REGIONAL PARK AUTHORITY
the address of the principal office of which is Fairfax, Virginia.
(b) The name of the City of Fairfax to be added to those political sub-
divisions which created the Regional Park Authority, so that the names of
the political subdivisions malting up the Regional Park Authority shall read:
FAIRFAX COUNTY, VIRGINIA
ARLINGTON COUNTY, VIRGINIA
CITY OF FALLS CHURCH, VIRGINIA
CITY OF FAIRFAX, VIRGINIA
(c) Each participating political subdivision is entitled to appoint two (2)
members to the Authority. The names and addresses of the first City of
Fairfax members of the said Authority are as follows , each of whom is a
resident of the City of Fairfax and each of whom shall continue in office
for the term opposite his name and until his successor shall be duly
appointed and shall qualify:

The successor of each member shall be appointed by the City Council
of the City of Fairfax, and such successor shall serve for a term of
two (2) years or four (4) years and until his successor shall be duly
appointed and qualified, except that any person appointed to fill a
vacancy shall serve only for the unexpired term. Any member of the
Authority shall be eligible for reappointment.
Each member shall be reimbursed the amount of his actual expenses
necessarily incurred in the performance of his duties.
IN WITNESS WHEREOF, the City Council of the City of Fairfax has
caused this resolution to be executed by the Mayor of the City of Fairfax
and the official seal to be affixed hereto and attested by the Clerk of
