A RESOLUTION RECOMMENDING THE INCORPORATION OF GREEN
BUILDING PRACTICES AND CLIMATE PROTECTION STRATEGIES FOR
DEVELOPMENT AND OPERATIONS IN THE CITY OF FAIRFAX_
WHEREAS, the Metropolitan Council of Governments has asked local governments
to adopt the recommendations presented in the Greening the Metropolitan Washington
Region's Built Environment report prepared by the COG Intergovernmental Green Building
Committee; and
WHEREAS, the City of Fairfax wants to be engaged in the regional efforts to support
initiatives aimed at lowering the energy demands resulting from urban development; and
WHEREAS, development and increased energy demands are impacting the regions
air quality and water resources; and
WHEREAS, new green building practices have been designed to lessen the impact
development has on the environment; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF FAIRFAX THAT.
• The Comprehensive Plan review and update scheduled for 2010 will include
language supporting green building practices using the U_S_ Green Building
Council's LEED program or a similar system; and
• The City of Fairfax will establish LEED Silver as the goal for all public
facilities; and
• The City of Fairfax will encourage private developers to meet the LEED
Certified building requirements. Developers will be required to submit a
LEED checklist with their site plan application; and
• When city government vehicles are replaced, the new vehicles shall have a
higher fuel eft3ciency and alternative fuel vehicles shall also be considered;
and
• Create an Energy Improvement Plan For city operations to reduce green
house gas emissions; and
• Develop a public education program promoting the incorporation of green
building concepts for both residential and commercial dcvelopmcnt_
