R-09-03RESOLUTION R-09-03 RESOLUTION TO APPROVE THE REQUEST BY THE ARLINGTON DIOCESE, FOR SAi1VT LEO THE GREAT CATHOLIC SCHOOL, FOR A SPECIAL EXCEPTION TO CITY CODE SECTIONS 1 10-179 AND 110-180 TO PERMIT AN LNTERNALLY- ILLUMINATED SIGN 1N A RESIDENTIAL DISTRICT ON THE PROPERTY KNOWN AS TAX MAP PARCEL 57-2-02-177 AND ALSO KNOWN AS 3704 OLD LEE HIGHWAY. WHEREAS, the Arlington Diocese, for Saint Leo The Great Catholic School, Owner, has submitted Application No. 5E-08050011 requesting a Special Exception to peniiit an internally-illuminated sign in a residential district in accordance with Section 110-185. WHEREAS, City Council has carefully considered the application, the recommendation from Staff, and testimony received at the public hearing; and WHEREAS, City Council has determined that the proposed Special Exception is appropriate because the proposal meets the requisites established by City of Fairfax Code Section 1 1 0-366 for the following reasons: The purposes of zoning ordinances set forth in the Code of Virginia, § 15.2-2283_ 7 J The request is consistent with the comprehensive plan and other adopted city goals and policies; 2) The request is appropriate given the size and shape of the lot and the lot's site design on which the use is proposed; 3J The request will not result in increased traffic congestion or otherwise negatively impact existing traffic flow or pedestrian and vehicular safety; 4J The request will will not be contrary to the objectives speci Fied in the comprehensive plan; 5) The request will not adversely impact adjacent property or the surrounding area; 6J The request will not adversely impact the safety and welfare of residents living in the area; and 7J The request is in harmony with the general purpose and intent of the applicable article of Chapter 1 1 O of the City Code_ NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Fairfax on this 24th day of February, 2009, that Application No. 5E-08050011 be and hereby is APPROVED, as requested with the following conditions: 1. The proposed monument sign shall conform to the dimensions and design as presented on the Stewart Sign Company speciF cation sheet for an `Announcer 46' sign as included with the Applicant's submission. This sign has a fixed image on the upper portion of the sign of nine sq. ft. plus four lines for changeable/removable text beneath it in an area of 15 sq. ft., for a combined sign area of 24 sq. ft.. 2. The entire sign will be internally-illuminated with steady, non-blinking bulbs and will be equipped with a shutoff device/timer that will turn off the lights between the hours of 9:00 pin and 6:00 ani. Electricity to the sign shall be routed underground. 3. The sign will be located 113 feet from the south most driveway curb and 13 feet 9 inches from the front property line and will be placed perpendicular to the front property line. Installation of the approved sign will likewise require the demolition and removal of the 48 sq. R. `V' shaped wooden sign that currently exists on the subject property near the location of the proposed new sign. 4. The approved sign shall otherwise fully comply with all provisions of Chapter 1 1 O of the City Code, including the requirement for obtaining a sign permit prior to installation.
