CITIZEN PARTICIPATION AT CITY COUNCIL lVlEETINGS
""VVHEREAS.. the Fairfax. City Council is desirous of encouraging all citizens to present
their vie~s on issues of concem;. and
V\THEREAS", the agenda for City Council regu.lar meetings includes an opportunity for
comment 0.0_ items not scheduled for public hearing as V\lell as opportunities to speak Oll items
subject to public hearing; a.n.d
""VVHEREAS" the City Council is desirous of conducting effective and efficient meetings
"VV'"hile ensuring that everyone vvho 'Nishes to speak may de> so;
NOVV, THEREFORE, BE IT RESOLVED that the City Council of the City of Fairfax
hereby adopts the follovv-ing guidelines for citizen participation in City Council n"1cetings:
1. Speak:.ers are permitted a total of 10 minutes during any meeting and no more than five
minutes for anyone agenda item.
2. Signs,. placards,. posters or like materials are not permitted in the City Council Chambers,.
adjoining areas or City offices except in designated areas in conjunction vvit:h an
application under consideration by City CounciL
3. All materials in conjunction "'\.Vith presentations to the City Council shall be displayed at
the front area of Council Chambers near the podium.
4. The u.se ofprofan.e,. vulgar,. obscene,. or threatening speech is not pen""1""J.irted and can result
in removal from the meeting.
5. Speakers may not use language of a personal :nature vvhich insults or demeans a.I1y person
or Vr.Thich,. ~hen directed at a public official,. is not related to his or her official duties.
6. Repetitive testimony from meeting to meeting may be ruled out of order by the Chair.
7. Citizens should be respectful of others and limited time restraints and should avoid
repe1:it:ive comments. A statement ot- agreement VV"ith previous speakers vvill be
appreciated an-d appropriate.
8. The :rv1.ay<:>r,. or City Council by a majority vote,. reserves the right to change these
presentation rules.
