POLICIES AND PROCEDURES REGARDING THE FILLING OF VACANCIES ON
BOARDS A~ COJV1JV1ISSIONS
V\THEREAS", the City Council desires to provide policies and procedures for the filling
ofvacancies on boards and commissions; and
V\THEREAS, by this resolution, the Council is adopting the hereinafter described
policies and procedures;
NOVV. THEREFORE. BE IT RESOLVED that the City Council of the City of Fairfax.
Virginia, hereby adopts the folloVV'"ing policies and procedures for the filling of vacancies on
boards and commissions:
I. Unless othervv-ise required by lavv and ~ith the exception of the appointment of the
:rv1:ayoT and/or Council members to the Community-University Coordinating Council
and to the Retirement Plan Administrative committee, all City Council members
and/or "the 1'v1:ayor ~hc> are appoiI1ted to City boards and commissions shall serve as ex-
officio non-voting members thereof.
2. The term or each mayoral ar1d council representative on boards arld commissions shall
not exceed the term that such member serves as J\IIayor or on the City Council"
respectively.
3_ All n"'lembers of boards and commissions ~ho represent other boards and commissions
~ill serve thereon as voting members.
4. ~ith the exception or persons serving on technical committees, persons serving as
liaison members, persons serving as task rorce members or persons serving on
regional boards, no person shall serve on more than one board or commission. Ir a
person serves on a board or commission as a judicial appointee, then such person "\Nill
not be eligible to be appointed to a City board; provided, ho~ever, that current judicial
appointees may be reappointed to the boards and commissions 011 ~hich they serve.
5. The City Clerk shall notify the J\IIayor and the City Councilor all openings on boards
ar1d commissions 60 days prior to the expiration or each appointee"s term. The City
Council '-ViII discuss openings at least 45 days prior to the expiration or the term. The
City Council '-ViII notiry the City Clerk '-Vhich positions should be advertised. For
positions, '-Vhich are to be advertised, the City Clerk '-ViII be directed to advertise these
positions at least once or until position is filled in the Cityscene and on the Cityscreen-
12. The advertisement "\Nill note irthe incumbent '-Vi shes to be reappointed.
6. All listings or boards and commissions openings in the Ciryscene and on the
Cityscreen-12 "\Nill carry a brier synopsis or the runction or each board and
commission. All letters or interest "VV"ill be ackno'-Vledged. Information related to the
board or commission "VV"ill be seI1t to each candidate ror appointment.
7. The City Clerk "VV"ill provide a summary sheet on each application received ror each
board ar1d commission vacancy. The summary sheet vvill include the name, address,
voter registration ar1d any special qualifications ror the board or commission.
8. Intervie"VV"s may be conducted as determined by the City Council ror any appointments
to boards and commissions. The City Council also 1T1ay choose to intervie,-",
ca.J:1didates ror appointment to various regional boards.
