A RESOLUTION ENDO_SING THE IlVIPLElVIENT A TION PLAN TO P_EVENT
AND END HOlVIELESSNESS IN THE FAI_FAX-FALLS CHU_Cn COlVIlVIUNITY
"VVHEREAS", in 2005-2006, a broad-based community ",,"ide collaborative convened to
develop a strategic plan to prevent and end homelessness -vvithin ten years in the Falls Church-
Fairfax area; and
~HEREAS, the existing netV\1"ork of support services has not been successful in
abating the problem of homelessness in our community indicating need for a change in both
direction a:nd service priorities; and
""V\THEREAS, the resulting plan to Prevent and End Homelessness shifts the focus from
managing homelessness to ending homelessness, a more cost effective and appropriate
strategy predicated upon the Housing First model of securing permanent, supported housing
for persons vv-ho are homeless or at risk of homelessness; and
NOVY. THEREFORE BE IT RESOLVED, that the l'V1ayor and City Council do hereby
join Fairfax County and the City of Falls Church in endorsing the Implementation Plan to
Prevent and End Homelessness.
