TransAct:ion 2030 Long-Range Transport:a'tion Plan on lV'Iay 23, 2006
"VVHEREAS, the 2002 Virginia General Assembly passed the Northem Virginia
Transportation Authority Act and created the NVT A; and
"\V"I-IEREAS, the NVTA is comprised of 16 members: nine mayors or chairs, or their
designees, of the four counties of Arlington, Fairfax, Loudoun,. and Prince "VVilliam, and five
cities of Alexandria, Fairfax, Falls Church, :r\I1anassas, and :r\I1anassas Park; tvv-o members of
the House of Delegates; one member of the Virginia Senate; and t~o citizens appointed by the
Governor; and the Director or Virginia's Department of Rail and Public Transportation, and
the Commonvvealth Transportation Commissioner, or designee, serve as non-voting
embers; and
~I-IEREAS, the Virginia General Assembly granted the NVT A the povv-cr and
function or preparing a long-range transportation plan ror regional transportation projects in
orthern Virginia. In carrying out this responsibility, the Authority shall, on the basis or a
egional consensus, vv-henever possible, set regional tra11sportation policies and priorities for
regional tra11sportation projects; a11d,
"\V"HEREAS" the City of Fairfax is a member of the NVTA; and
'VVHEREAS, the City or Fairfax has assisted the Northem Virginia Transportation
Authority (NVT A) in preparing a draft update of the Northem Virginia region long-range
transportation Plan (TransAction 2030); and NVTA has asked member jurisdictions to
endorse the plan; and
~I-IER.EAS, the City of Fairfax shares the NVTA's desires that regional
transportation policies and priorities be guided by performance-based criteria such as the
ability to improve travel times" reduce delays, connect regional activity centers, improve
sarety, improve air quality, and move the most people in the most cost:-effective manner; and,
"VVI-IEREAS, the TransAction 2030 Plan adheres to the adoptcd vision that"

multimodal transportation solutions that provide safe, efficient, and economical choices ror
travel and trar1sport of goods, and vv-hich also support expansion or the local economy; and".

years; and,
"VVHEREAS" the Northem Virginia region accounts for 21 percent aT the vehicle n""1ilcs
traveled on only eight percent o"Fthe Commoll""""ealth's roadvv-ay lane miles and 75 percent or
transit ridership in the Commonvv-calth; and,
"""HEREAS" the TransAction 2030 Plan documented a dramatic deterioration of th.e
roadvo..ray system in the six years betvv-een 1999 and 2005; and,
WHEREAS, investments at the CLRP level are insufficient to counter this
deterioration of the road network; and,
WHEREAS, the additional investment called for in the TransAction 2030 Plan is
ecessary to improve travel and quality of life in Northern Virginia.
WHEREAS, the City of Fairfax agreed that a long-range transportation plan that is
outlined in the TransAction 2030 Plan will improve mobility; and,
WHEREAS, the City of Fairfax agreed that, in general, priority funding and
placement on the region's CLRP and state Six-Year Plan shall reflect the priorities established
in the TransAction 2030 Plan; and,
WHEREAS, in its previous endorsement of the Northern Virginia 2020
Transportation Plan on October 12, 1999, the City of Fairfax identified that the 1-66 corridor
should be a priority corridor for transportation improvements,
WHEREAS, the TransAction 2030 Plan shows that investment in transportation
improvements along the 1-66 corridor produces a significant reduction in congestion along the
corridor,
WHEREAS, an E1S of the 1-66 corridor has been started then put on hold,
NOW, THEREFORE, BE IT RESOLVED that the City of Fairfax does hereby
endorse the TransAction 2030 Plan, and that this resolution shall be forwarded to the NVT A
to be appended to the TransAction 2030 Plan;
BE IT FURTHER RESOLVED that the City of Fairfax does hereby request that the
Commonwealth of Virginia restart as soon as possible the E1S along the 1-66 corridor,
BE IT FURTHER RESOLVED that the City of Fairfax agrees that where significant
differences exist among jurisdictional resolutions and/or the TransAction 2030 Plan, the
NVTA should facilitate discussions that assure open and complete deliberation of these issues
and their appropriate and timely resolution.
BE IT FURTHER RESOLVED that the City of Fairfax agrees that the following
procedural stipulations shall be followed as the NVT A works to implement the transportation
strategies contained in the TransAction 2030 Plan:
. The adopted resolution of each member jurisdiction shall be appended to the
TransAction 2030 Plan.
. The NVT A shall continue to evaluate any highway corridor that is still projected to
experience one hour or more of stop-and-go traffic in 2030, even after the
implementation of the TransAction 2030 Plan in order to find ways to further reduce
this congestion.
· The NVTA shall continue to evaluate Metroraillines into Washington, D.C., in order
to understand capacity constraints and further identify improvements that will support
additional ridership growth.
· The TransAction 2030 Plan provides a balance of future investment in highway and
transit projects and enhances mobility throughout the region, and retaining this
balance should be a goal as the TransAction 2030 Plan is implemented.
· The TransAction 2030 Plan shall be updated and presented to the member
jurisdictions at least every five years.
. Since TransAction 2030 Plan did not add or delete projects from the Northern Virginia
2020 Transportation Plan adopted by the Transportation Coordinating Council of
Northern Virginia in December 1999, the next update of the Plan should include a
complete review of the project list to determine if changes are necessary.
BE IT FURTHER RESOLVED that the City of Fairfax agrees that the NVT A
should continue to review the interdependence between transportation and land use and
recommend future measures for improving this linkage.
BE IT FURTHER RESOLVED that the City of Fairfax agrees that, in general,
priority for funding and placement of the region's Constrained Long Range Plan of
TransAction 2030 Plan projects shall be determined using the project-based criteria and
rankings adopted by NVT A.
