20051213 R-05-67 RESOLUTION NO. R-05-67 A RESOLUTION ENDORSING THE NATIONAL CAPITAL REGION MUTUAL AID AGREEMENT AND AUTHORIZING ITS EXECUTION WHEREAS, the provision of public safety and other emergency services across jurisdictional boundaries will increase the safety and welfare of citizens and property in the City of Fairfax; WHEREAS, the City is authorized by law to participate in mutual aid agreements and plans on an intrastate and interstate basis; and WHEREAS, the Congress of the United States has recognized the need for intrastate interstate mutual aid in the National Capital Region and specifically authorized the establishment and implementation of such interstate and intergovernmental mutual aid agreements to provide assistance in response to a declared emergency, public events, or training for such events; and WHEREAS, the National Capital Region Mutual Aid Agreement has been developed by the Metropolitan Washington Council of Governments (COG) and the mutual aid therein authorized is broad and includes the functions of police, fire, emergency management, public health, public works and other emergency response disciplines; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Fairfax, Virginia endorses the National Capital Region Mutual Aid Agreement and authorizes the Mayor of the City of Fairfax to execute the Agreement on behalf of the City; and BE IT FURTHER RESOLVED, that the City Manager, or his designee(s), is authorized and directed to devise and execute specific operational plans as may be needed to implement the provisions of the National Capital Region Mutual Aid Agreement.
