19920414 1992-8ORDINANCE NO. 1992-8 AN ORDINANCE AMENDING SECTIONS 24-2 (a) AND 24-2 (b), ARTICLE 1, CHAPTER 24, OF THE CODE OF THE CITY OF FAIRFAX, VIRGINIA, INCREASING THE RATES FOR WATER AND SEWER SERVICE FOR RESIDENTIAL AND COMMERCIAL CUSTOMERS AND AMENDING SECTION 24-2.3, ARTICLE 1, CHAPTER 24, BY ADDING THERETO NEW SUBSECTIONS (g) THROUGH (k) ESTABLISHING SERVICE CHARGES FOR SANITARY SEWER TELEVISION INSPECTION, AFTER HOURS WATER TURN ON AND TURN OFF SERVICE, HYDRANT FLOW TESTS, FIRE LINE CONNECTIONS AND WATER TRANSMISSION MAIN CROSSING AGREEMENTS AND LICENSES. BE IT ORDAINED by the City Council of the City of Fairfax that Sections 24-2 (a), 24-2 (b) and 24-2.3 of Article 1, Chapter 24 of the Code of the City of Fairfax are hereby amended to read in their entirety as follows: ~ection 24-2. Water service and sewer service--Servic~ rates. (a) The rates for water service furnished by the city shall be as follows: (1) Residential customers: ~.~"~ ~..~-~-~- ~.~,'~= ~=~ Six dollars and seventy-three cents ($6.73) for the first five thousand (5,000) gallons or less per quarter and .... d~llar ~-~ ~ ..... .............. ~ .... ~ one dollar and twenty-seven cents ($1.27) per thousand (1,000) gallons for all water in excess of five thousand (5,000) gallons. (2) Commercial consumers:~°~-- doll~_~-- ~-~ ~~~-- ~-~ -~-~- '~ ~' Seven dollars and ninety-one cents ($7.91) for the first five thousand (5,000) gallons or less per month and onc dollar ~-= ~ ..... .............. ~ .... , one dollar and twenty-seven cents ($1.27) for all water in excess of five thousand (5,000) gallons. (b) The rates for sewer service furnished by the city will be onc.._..~.~"-~-~ ~z~~"~"-~-~ .... ~'"=n~-~ one hundred forty seven (147) per cent of the computed water service rate; provided, 1992-8 -2 however, that apartment buildings will be billed at a minimum sewer rate of --AVA-- dollar~ ~-~ ~-- ~-- -c~ . ~ seven dollars and ninety s~w cents ($7.96) per dwelling unit per month. Section 24-2.3. Same--Miscellaneous charges and (a) Water service charge. A service charge of fifteen dollars ($15.00) must be paid in advance by or on behalf of each customer prior to the initiation of water service. A service charge of twenty-five dollars ($25.00) must be paid prior to restoration of water service after termination for nonpayment. (b) Late payment charge. In the event any utility bill is not paid in full within twenty-five (25) days of the due date stated therein, a late charge in the amount of five (5) percent of the outstanding balance of such bill will be added thereto. (c) Payments after termination of service. In the event any utility bill is not paid in full within forty-five (45) days of the due date stated therein, including payment of any late charges imposed pursuant to subsection (b) hereinabove, water service to the customer will be terminated. Water service will not be restored until payment is made in full of any outstanding utility bills, including late charges, and the service charge imposed 9ursuant to subsection (a) hereinabove. (d) Water service deposit--Residential customers. A water service deposit of thirty five dollars ($35.00), must be paid in advance by or on behalf of each residential customer prior to the institution of any new water service. 1992-8 -3 (e) Same--Commercial customers. A water service deposit of thirty-five dollars ($35.00), or the amount of one month's service charges, as estimated by the city, whichever amount is greater, must be paid in advance by or on behalf of each commercial customer prior to the institution of any new water service. (f) Same--Retention by city; interest payment to customer. The city will retain the water service deposits made pursuant to subsections (d) and (e) hereinabove until such time as payment in full is received for the "final utility service bill," at which time the deposit will be refunded to the customer together with simple interest thereon at the rate of five (5) percent per annum. The city shall be deemed to have complied with the requirements of this subsection if the amount of such deposit, together with the interest thereon, in cash, check or money order, is mailed to the last known address of the customer to whom such deposit is to be refunded. Cg~ Sanitary sewer television inspection servico charge. A minimum service charge of two hundred dollar~ ($200.00) for the first two (2) hours work shall be paid in ~ to the city by the requester of the inspection fo~ each non-scheduled sanitary sewer line television inspection. Additional work in excess of two hours shall b,% ~harqed to and payable by the requester at the rate of one hundred dollars ($100.00) per hour or fraction thereof. (h) After hours water turn on or turn off servico charge. A service charge of eighty dollars ($80.00) shall to the city in advance by the requester of such service for each instance wherein the city is requested an~ responds to a request to turn water on or to turn water off )utside the normal city business hours. 1992-8 -4 (i) Hydrant flow test service charge. A service. charge of one hundred dollars ($100.00) shall be paid to th~ city in advance by the requester for each flow test on fire hydrant. Cj) Private fire line connection service charge. service charqe of two hundred fifty dollars ($250.00) shall ~e paid to the city in advance by the requester of th,. connection for the riqht to connect a private fire line to the city water system and for the inspection of thn connection. .(k) Water transmission main crossing ~greements/licenses service charqe. A charqe of fivn hundred dollars ($500.00) shall be paid to the city in Ddvance by the requester for each request to cross any city water transmission main where such city permission is required. In addition, the requester shall pay to the city Ill actual costs and expenses incurred by the city to process the request, inspect and monitor the site and tho work.
