AN ORDINANCE AMENDING ARTICLE III OF CHAPTER 13 OF
THE CODE OF THE CITY OF FAIRFAX, VIRGINIA
PERTAINING TO LICENSING OF MOTOR VEHICLES, TRAILERS
AND SEMI-TRAILERS, BY ADDING A NEW SUBSECTION 13-
63(k) WHICH PERTAINS TO EXEMPTIONS FROM TAXES FOR
DAILY RENTAL PASSENGER CARS, BY AMENDING SECTION
13-71 WHICH PERTAINS TO PAYMENT OF PERSONAL
PROPERTY TAXES PREREQUISITE TO ISSUANCE OF LICENSE,
AND BY ADDING SECTION 13-71.1 WHICH PERTAINS TO
TRANSFER OF LICENSES; AND BY ADDING SECTION
13-71.2 WHICH PERTAINS TO DUPLICATE LICENSES.
BE IT ORDAINED by the City Council of the City of
Fairfax, Virginia, that a new subsection (k) of Section 13-63
is hereby added, that Section 13-71 is amended, and that
Sections 13-71.1 and 13-71.2 are hereby added, all of which
are within Article III, Chapter 13 of the Code of the City of
Fairfax, Virginia, to read in their entirety as follows:
Sec. 13-63(k). To motor vehicles used as daily rental
passenger cars, the rental of which is subject
to a tax imposed by Section 58.1-2402 A 4,
Code of Virginia.
Sec. 13-71. Payment of personal property taxes
prerequisite to issuance of license
No license required by this article shall be issued
unless and until the applicant for such license shall have
produced satisfactory evidence that all personal property
taxes assessable against the applicant by the city upon all
motor vehicles, trailers or semitrailers owned by the
applicant, have been paid.
Section 13-71.1 Transfer of Licenses; Fees.
Any owner who sells or transfers a registered motor
vehicle previously registered under the provisions of this
article, upon application to the Treasurer within thirty (30)
days of such transfer, may have the license transferred by
the invalidation of the registration number thereon and the
assignment of a new registration number assigned to another
vehicle titled in such owner's name. The Treasurer shall

provide an application for such purpose which shall require
completion of the name and address of the applicant, and a
description of the motor vehicle to which such license is to
be transferred. Such applications shall be accompanied by
the decal from the previously registered vehicle and a fee of
One Dollar ($1.00).
Sec. 13-7~.2 Duplicate Licenses; Fees.
In the event that any decal issued under the provisions
of this article shall be lost or mutilated, or shall have
become illegible, the person who is entitled thereto shall
make immediate application for and obtain a duplicate decal
upon furnishing to the Treasurer a completed application for
a duplicate, the registration certificate for the motor
vehicle and a fee of Five Dollars ($5.00). A person, having
once applied for and received a duplicate decal during the
license year for which the original license was issued, shall
not be entitled to apply for another duplicate decal unless
the Treasurer finds that such duplicate has been lost or
mutilated without the fault of the person entitled thereto.
This ordinance shall become effective immediately upon
its execution by the Mayor of the City of Fairfax, Virginia.
