19820629 1982-22ORDINANCE NO. 1982-22 BE IT ORDAINED by the City Council for the City of Fairfax, Virginia, that Sec- tions 17-2 and 17-10 of the Code of the City of Fairfax, Virginia, be and the same is hereby amended as follows: The term "Anniversary Date" in subsection 17-2 is amended to read in its entire- ty as follows: "Anniversary date. The date which is used in determining an employee's eligi- bility for periodic advances in pay and leave. The date of an employee's original appointment, or most recent appointment if there has been a break in service, shall be his anniversary date for determining leave and in-grade advances." 2. Subsection 17-10(b) is amended to read in its entirety as follows: "(b) Normal entrance salary. New appointments shall normally be made at the first step of the appropriate pay grade. However, appointments may be made above the minimum rate based upon the difficulty in filling the position or exceptional qualifications subiect to prior approval by the city manager. An annual report will be submitted to the City Council in January which will in- clude all appointments made above the minimum step during each quarter." 3. Subsection 17-10(e) is amended to read in its entirety as follows: "(e) Promotions and upgrading. A promotion that involves at least a two grade increase shall be made in such a manner that the employee involved receives a salary increase equivalent to at least two steps in his prior salary range pro- vid,d, that the salary cannot go above the maximum or below the minimum for the specific grade. A promotion involving a change in grade of only one grade shall be made in such a manner that the employee involved receives a salary increase equivalent to at least one step in his prior salary range provided, that the salary cannot go above the maximum or below the minimum for the specific grade. The city manager may authorize an increase of more than one or two steps if necessary in order to attain internal pay equity. When a position is upgraded, the employee shall receive a pay increase of at least one step in his prior salary range. Subsection 17-100) is amended to read in its entirety as follows: "(i) Cash awards/Incentive program. Employee compensation may be supple- mented by cash awards for outstanding performance. The basis for such awards may be any one or more of a variety of reasons, such as: continual work excel- lence above the call of duty; superior work in handling an event, incident or special project; and act of heroism; the contribution of an idea that has in- creased efficiency. Nominations for awards may be submitted by any person but such nominations should be processed through department heads to the city manager for recommended approval or disapproval of the nomination. The recommendations for awards shall become a permanent part of the employee's personnel file whether approved or disapproved. The incentive program will allow department heads to recommend employees whose sustained iob perfor- mance warrants recognition for cash bonuses. The awards shall become effec- tive upon approval by the city manager." Pursuant to Subsection 17-10(a), the pay and classification plan as adopted by City Council on April 13, 1982, is hereby amended to include the attached pay scale providing 596 increases between all pay grades, and a new assignment of class titles to grades incorporating changes recommended by Public Admini- stration Service, the city manager, and as discussed with council. 1982-22 -2- This ordinance shall become effective upon adoption.
