19791003 1979-19ORDINANCE NO. 1979- AN ORDINANCE AMENDING AND REENACTING SECTION 26-2 OF THE CODE OF THE CITY OF FAIR,AX, VIRGINIA, PROVIDING FOR WATER AND SEWER SERVICE RATES AND AMENDING AND REENACTING THE CONNECTION FEES, AVAILABILITY AND FRONTAGE CHARGES. WHEREAS, the City of Fairfax, Virginia provides certain and sewer services inside and outside the corporate limits of the City; and, WHEREAS, prior hereto, the City has established different water and sewer service rates, connection fees, availability and frontage charges for consumers inside and outside the corporate limits of the City; and, WHEREAS, the City and the County of Fairfax have entered into a Memorandum of Understanding providing, among other things, for the equalization of water and sewer service rates, connection fees availability and frontage charges for consumers inside and outside the corporate limits of the City; NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Fairfax, Virginia, that section 26-2 and the connection fees, availability and frontage charges of the Code of the City of Fairfax, Virginia, be, and they hereby are, amended as follows: 1. Section 26-2 is hereby amended to read in its entirety as follows: "Sec. 26-2. Water service and sewer service -- Service rates (a) The rates for water service furnished by the City shall be as follows: (1) Residential consumers: Eight dollars and twenty cents for the first nine thousand gallons or less per quarter and eighty-eight cents per thousand gallons for all water in excess of nine thousand gallons. (2) Commercial consumers: Five dollars and fifty cents for the first five thousand gallons or less per month and eighty-eight cents per thousand gallons for all water in excess of five thousand gallons. -" 1979-19 -2- (b) The rates for sewer service furnished by the City will be two hundred and forty percent of the computed water service rate; provided, however, that apartment buildings will be billed at a minimum sewer rate of eight dollars and ninety-eight cents ($8.98) per dwelling unit per month." This amendment shall be effective as of September 1, 1979, and County citizens who are users of the City systems will receive a credit upon the next statement rendered to them after the date hereof for amounts paid by them for then current water and sewer services as shown upon the statements rendered to them in September 1979, in excess of the amount of service fees which would have been billed to City citizens for similar water and sewer services as of September 1979. There shall be no credit received for service fees paid for water and sewer services for which statement had been rendered prior to September 1979. 2. The Connection Charges are hereby amended to read in its entirety as follows: "Connection Charge Meter Size 3/4" x 5/8" $ 250.00 1" 400.00 1-1/2" 600.00 2" Compound 1,100.00 3" Compound 1,530.00 4" Compound 2,460.00 6" Compound 3,795.00" 3. Subsection (a) excluding Tables I and II, is hereby amended to read in its entirety as follows: "Connection Charge Type of Premise (a) Single family dwellings, townhouses, apartments, hotels and motels Measure Dwelling unit $1,000.00 (b) Commercial or (See tables I and II industrial uses and following) all other uses except those premises specifically set forth in subsection (a) hereinabove. · 1979-19 -3- For fixtures or equipment discharging continuously or semi-continuously to a drainage system, the fixture units for such premises shall be increased to two for each gallon per minute of discharge. Continuous or semi- continuous discharge may be such as certified by manu- facturer of the fixture or equipment involved or as shall be estimated or otherwise established by the director of water and sewer services." Tables I and II are retained without amendment or modification. 4. The amendments contained in sections 2 and 3 hereof shall be effective upon the adoption of this ordinance.
