19740716 1974-6ORDINANCE NO. 1974-6 AN ORDINANCE DECLARING A WATER SUPPLY EMERGENCY TO EXIST. WHEREAS, the City's Water Plant has experienced heavy demands during recent hot weather; and WHEREAS, the Water Plant has not been able to keep up with the demand; and WHEREAS, the City has not been able to draw emergency water from the Fairfax County Water Authority due to a shortage in the Authority's system; and WHEREAS, it is essential for the health and welfare of City residents and water customers to have adequate pressure and supply for sanitary and fire purposes; NOW THEREFORE, BE IT ORDAINED by the City Council of the City of Fairfax, Virginia, that when in the opinion of the City Manager of the City of Fairfax water shortages have reached critical and dangerous levels, that he or his duly authorized representative be empowered to place a ban on non-essential usage of water including watering or irrigation of lawns, plants, trees or shrubbery, and the washing of automobiles, except where auto- matic automobile washing equipment is employed and a recirculating which re-uses at least fifty percent of the water; system is used and BE IT FURTHER ORDAINED, that should such a ban be ef- fected by the City Manager within the City's water service area, other jurisdictions served by the water system will immediately be requested by the Office of the City Manager to place like bans on non-essential uses in their respective areas; and 1974-6 BE IT FURTHER ORDAINED, that any person, firm or cor- poration violating any provision of this ordinance shall be guilty of a misdemeanor and upon conviction thereof shall be punished by a fine not in excess of one hundred ($100) dollars. This ordinance shall become effective immediately upon its adoption inasmuch as an emergency exists because of the afore- mentioned circumstances and shall remain in force until repealed.
