19690121 1969-1ORDINANCE NO. 1969-1 AN ORDINANCE TO ESTABLISH IN AND FOR THE CITY OF FAIRFAX A PARK AND RECREATION ADVISORY BOARD. WHEREAS, the park and recreation function is an essential part of the governmental services provided by the city of Fairfax; and WHEREAS, there exists cooperative arrangements with the County of Fairfax for the provision of recreation facilities and services; and WHEREAS, there exists cooperative arrangements with the Northern Virginia Regional Park Authority for the provision of regional park and recreation facilities and services; and WHEREAS, the City School Board through the provisions of the City Charter and subsequent recreation policy adoption bears a responsibility for recreation conducted at school facilities and the Superintendent of Schools has been designated as Recreation Director; and WHEREAS, the City has an extensive park acquisition program and the Department of Public Works is charged with the responsibility for park and playground maintenance and development as well as beautification; and WHEREAS, numerous volunteer groups are involved in providing recreational opportunities and facilities; and WHEREAS, the city has embarked upon a community goals study, of which parks and recreation is an integral part; and WHEREAS, there exists in the opinion of City Council a need for an advisory group to study and recommend upon park and recreation programs and to assist in coordination of various governmental and volunteer agencies involved in this function. NOW, THEREFORE, BE IT AND IT IS HEREBY ORDAINED: 1. There is hereby established an advisory group to City Council to be known as the Park and Recreation Advisory Board. 2. The Park and Recreation Advisory Board shall consist of seven members to be drawn as nearly as possible from the various groups within the City having an interest in park and recreation facilities and programs. Three members of the Advisory Board shall be appointed by the City Council, one of whom shall be a member of the City Council whose term shall coincide with his tenure on the City Council. Three members of the Advisory Board shall be appointed by the City School Board. The seventh member shall be a member of the City School Board who is designated by city Council. Members of the Board shall serve for three-year terms, or at the pleasure of City Council. Initially, one member shall be appointed for a one-year term, two members for a two-year term, and three members for a three-year term. The member appointed from the School Board shall not remain as a member of the Park and Recreation Advisory Board after the expiration of his term of appointment on the School Board. 3. The Board shall be charged with studying and recommending on park and recreation facilities, specifically: a. Geographical distribution of park and recreation facilities within the community according to the needs of the community and as measured against national standards which have been developed. b. Participation by the City of Fairfax in regional facilities and programs and the benefits or inadequacies as indicated thereby. c. Specific plans for the development of park facilities and playgrounds. d. Specialized recreation needs not being met by either public or private development. e. The necessity for a community center with particular reference to possibilities of joint use of school facilities. 4. The Board shall be charged with studying and recommending on the recreation programs, specifically: a. Present recreation program services being provided with particular reference to variety and age groups. - 2 - b. Programs made available to Fairfax citizens by the County Recreation Department. c. Publicity undertaken to make known to citizens available opportunities of both the City and the County. d. The annual program offerings and level of staffing as represented by the budget document. e. The possibilities of the development of a community school system and the extent to which this is now available through existing institutions. f. The activities of volunteer organizations in the various fields of recreation. 5. The Board shall be charged with studies and recommendations on beautification, specifically: a. The median strip and general tree planting program. b. Development of ways and means of future beautification. c. The level of volunteer activities in the beautification program. d. The development of strip parks in flood plain areas, as designated by the City Master Plan. 6. The Park and Recreation Advisory Board is designated as the task force in this area for the purpose of the Community Goals Study. It shall be empowered to appoint subcommittees and shall be responsible for drawing as wide an area of citizen participation in establishing goals as possible. For the purposes of the Com- munity Goals Study, the Park and Recreation Advisory Board shall work with the Policy Advisory Committee appointed to conduct the study as well as with such resource agencies as may be appropriate. 7. The Park and Recreation Advisory Board shall be responsible for - 3 - coordination of the activities of volunteer agencies, including park and playground development, beautification, and recreational activity. It shall encourage volunteer citizen participation to the maximum extent possible. 8. The Park and Recreation Advisory Board shall be responsible for the study and recommendation to City Council of a well-rounded park, recreation, and beautification program; provided that the Board shall ensure full consultation with the Planning Commission on matters affecting comprehensive planning. City Council shall ensure adequate coordination of all matters affecting recreation policy with the School Board. Except for the coordination of volunteer groups, the Park and Recreation Board shall bear no responsibility for operations other than recommendatory. In making recommendations to City Council as to program, acquisition or development, the Board shall also give consideration as to methods of implementing and financing. Particular attention shall be given to such projects as are applicable for inclusion in the capital program of the city. 9. This ordinance shall take effect immediately on passage.
