19691021 1969-13 ORDINANCE NO. 1969-13 AN ORDINANCE AUTHORIZING THE USE OF VOTING MACHINES IN ALL ELECTIONS. WHEREAS the City Council of the City of Fairfax, Virginia, has heretofore entered into an agreement with the Automatic Voting Machine Division of AVM Corporation of Jamestown, New York, to provide voting machines for use in all elections in the City of Fairfax, Virginia; and WHEREAS the City Council of the City of Fairfax, Virginia, deems it necessary and desirable that said voting machines be used in the General Election to be held November 4, 1969, and in all subsequent elections held in the City of Fairfax, Virginia; and WHEREAS insufficient time exists to comply with advertis- ing procedures and no further meeting of the City Council of the City of Fairfax, Virginia, is scheduled before 8 P.M. on November 4, 1969, and an emergency, therefore exists; NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAIRFAX, VIRGINIA, that the use of voting machines is authorized in the City of Fairfax, Virginia, in the General Election to be held November 4, 1969, and in all subsequent elections held in the City of Fairfax, Virginia. An emergency existing, this ordinance shall take effect immediately upon its passage without publication or further reading pursuant to Section 5.6(e) of the Charter of the City of Fairfax, Virginia. This ordinance was introduced and passed by a recorded - 2 - vote of six ..., being more than a two-thirds affirmative vote of the members of City Council present at a regularly scheduled meeting of the City Council of the City of Fairfax, Virginia, on October 21, 1969.
