20040511 r-04-18RESOLUTION R-04-Z8 RESOLUTION TO APPROVE THE REQUEST OF THE CITY OF FAIRFAX SCHOOL BOARD FOR A SPECIAL EXCEPTION TO CHAPTER 110 OF THE CITY CODE TO ALLOW THE EXISTING PERIMETER PARKING LOT LANDSCAPING TO REMAIN IN LIEU OF THE REQUIRED LANDSCAPING AND TO ELIMINATE INTERIOR PARKING LOT LANDSCAPING FOR THE NEW 42-SPACE PARKING LOT ON THE PREMISES KNOWN AS 3500 OLD LEE HIGHWAY (FAIRFAX HIGH SCHOOL), AND MORE PARTICULARLY DESCRIBED AS TAX MAP PARCEL 58-1-((2))-03. WHEREAS, the City of Fairfax School Board has submitted Application No. SE- 376-04-1 for Special Exceptions to the City Code sections listed below: Section 110-259(a)(1)(a) - Perimeter landscaping requirements. Where parking area is adjacent to right-of-way. Each off-street parking area which is adjacent to a public right-of-way shall be separated from such right-of- way by a landscaped strip of not less than the width of the required building restriction area for the zoning district within which such parking area is located. Such strip shall contain an earthen berm, compact evergreen hedge or an equal or better alternative approved by the director. In addition, such landscaped strip shall contain one deciduous tree for every 500 square feet of required landscaped strip. Section l10-259(a)(1)(b) - Where parking area is not adjacent to public right-of-way. Each off-street parking area not adjacent to a public right-of-way shall be separated from the property line by a landscaped strip of not less than the width of the required setback for the zoning district within which such parking area is located, or 12 feet in width, whichever is less, provided that a minimum of seven feet in width shall be provided. Such landscaped strip shall be planted with one deciduous tree per 500 square feet of required landscaped strip. Section 110-259(2)a. - Interior landscaping requirements. At least one planting island with minimum dimensions of nine feet by 18 feet shall be provided for every 12 parking or loading spaces proposed. WHEREAS, City Council has determined that the proposed Special Exception is appropriate because the proposal meets the requisites established by City of Fairfax Code Section 110-263 and Section 110-366 for the following reasons: The proposal is consistent with the objectives of the Comprehensive Plan and Community Appearance Plan; The proposal meets the purpose of the City Code provisions for tree preservation and landscaping; and The proposal will not result in inadequate on-site amenity or any condition that would adversely affect nearby property. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Fairfax on this 11th day of May 2004, that Application No. SE-376-04-1 be and hereby is APPROVED with the following conditions: The applicant shall ensure that the eleven trees eliminated from the 42- space parking lot will be relocated to the new planting areas that will be created at the front of the school. The applicant shall, in coordination with the staff arborist, revise the landscape plans to include an appropriate number of new trees in the required perimeter parking lot landscape strip along Old Lee Highway that are consistent in size and type with the existing character of the landscape strip. The motion to adopt the resolution was approved 5-0.
