R-00-45 A RESOLUTION TO AUTHORIZE PROCEEDING WITH THE ESTABLISHMENT OF A NON-PROFIT NONSTOCK CORPORATION, TO BE KNOWN AS THE "CITY OF FAIRFAX RENAISSANCE HOUSING CORPORATION" WHEREAS, the June 8, 1999, "Final Report of the Task Force for a More Livable City of Fairfax" (the "Livable City Task Force Report") identified the need for neighborhood renaissance and encouragement of investment in the City's neighborhoods as a method to address the issues associated with the City's aging housing stock; and WHEREAS, the City lacks the legislative authority to directly loan funds to residents to encourage home improvements and implement other direct methods to improve the appearance of older City residences; and WHEREAS, the City has determined that the use of a non-profit housing corporation, under the guidelines set forth below, would be an effective means for achieving these stated goals of the Livable City Task Force Report. NOW, THEREFORE, BE IT RESOLVED by the City Council that the City staff, in consultation with the City Attorney and other parties as appropriate, shall establish a non- profit nonstock corporation, to be known as the "City of Fairfax Renaissance Housing Corporation" (the "Corporation"), including the preparation of all necessary documentation in connection therewith. BE IT FURTHER RESOLVED that the number of directors of the Corporation shall be five (5), to be appointed by majority vote of the members of the City Council. No director of officer of the Corporation shall be an elected official of the City, other than an ex-officio member, and neither directors nor officers of the Corporation shall be compensated for their services. BE IT FURTHER RESOLVED that the stated purpose of the Corporation shall be the identification and implementation of methods to ameliorate the aging housing stock of the City, including but not limited to the purchase, rehabilitation and reselling of residences identified as falling within the criteria established by the City, and such other purposes as may be permissible by law.
