PERSONAL PROPERTY TAX EXEMPTION FOR
O.A.R. OF FAIRFAX COUNTY, INC.
WHEREAS, O.A.R. of Fairfax County, Inc., a non-profit corporation organized under
the laws of the Commonwealth of Virginia and exempt for federal taxation under section 501
(c) of the Internal Revenue Code of 1954, requested that the City Council of the City of
Fairfax, Virginia adopt a resolution supporting a request to the General Assembly of Virginia
to designate the personal property owned by O.A.R. of Fairfax County, Inc. in the City of
Fairfax, Virginia to be exempt from local taxation, pursuant to Article X, Section 6(a)(6) of
the Constitution of Virginia and §30-19.04 of the Code of Virginia; and
WHEREAS, O.A.R. of Fairfax County, Inc. owns personal property located in the
City with a total assessed value of $8,206.00. The annual amount of personal property taxes
regarding such property is estimated to be $269.98.
WHEREAS, Pursuant to §30-19.04 of the Code of Virginia, notice has been given
concerning such request and, on September 25, 2000, a public hearing was held by the City
Council concerning the request; and
WHEREAS, the provisions of Virginia Code §30-19.04 B. have been examined and
considered by the City Council; and
WHEREAS, the City Council supports the request of O.A.R. of Fairfax County, Inc.
for exemption from personal property taxation and the City Council recommends to the
General Assembly O.A.R. of Fairfax County, Inc. be classified as charitable within the
context of Article X, Section 6(a)(6) of the Constitution of Virginia.
NOW, THEREFORE, BE IT RESOLVED that having examined and considered the
provisions of §30-19.04 of the Code of Virginia, and after notice and a public hearing, the
City Council of the City of Fairfax, Virginia hereby supports the request of O.A.R. of Fairfax
County, Inc. to the General Assembly of Virginia to exempt from local taxation of personal
property within the City, which property is owned and used by O.A.R. of Fairfax County, Inc.
for charitable purposes; and
BE IT FURTHER RESOLVED that the City Council recommends that O.A.R. of
Fairfax County, Inc. be designated as a charitable organization within the context of Article
X, Section 6(a)(6) of the Constitution of Virginia.
