19960702 r-96-27RESOLUTION R-96-27 CITY COUNCIL GOALS, 1996 - 1998 WHEREAS, the motto of the City "Fare Fac" -- Speak-Do -- derives from the Fairfax family and reminds of the need to follow up words with action; and WHEREAS, the city has accepted the principal recommendations of "Tradition with Vision," the 2020 Commission Report designed to guide the City of Fairfax into the 21st Century; and WHEREAS, preliminary steps have already been undertaken to implement the 2020 Commission recommendations, to include rehabili- tation of the city's infrastructure, rehabilitation of Old Town Fairfax, and responsive public safety; and WHEREAS, significant challenges remain to position the city to compete in the 21st Century; NOW, THEREFORE, BE IT RESOLVED that the City Council estab- lishes as its principal goals for its 1996 - 1998 term of office A strengthened 9conomic development program, with objectives to include (a) development of a Lee Highway Corridor Master Plan, to include at least one major project agreed during this term; (b) release of a request for proposals (RFP) on the Logan-Sipan property; (c) encouragement of a private sector initiative on the School Street site; and (d) an aggressive tourism program. Responsiveness to anticipated School Board recommendations for ensuring a competitive city school system. Continued residential rejuvenation, to include strengthening incentives for residential renovation, elimination of unsight- ly blight, encouraging move-up housing, and traffic calming. Development of a Transportation Master Plan that will imple- ment Comprehensive Plan policy, providing specific guidance for future Capital Improvement Programs (CIP) and long-range (out to 25 years) transportation requirements. ® Development of a Parks, Recreation and Cultural Facilitie~ Master Pla~, leading to a long-range facilities renovation and development program complimentary to housing and school goals. BE IT FURTHER RESOLVED that these goals be addressed in the context of an enriched relationship with George Mason University, leading to the creation of a national model of 21st Century "town and gown" relationship built on intellectual, technological, educational and cultural opportunities between our two communities.
