A RESOLUTION REQUESTING THE COMPLETION OF A
DEMONSTRATION PROJECT EVALUATING THE EFFECTS OF A
ONE-YEAR HOV-2 RESTRICTION OF 1-66
INSIDE THE CAPITAL BELTWAY
WHEREAS, Congress provided the Governor of Virginia
with the authority to carry out a one-year demonstration
project on 1-66 inside the Capital Beltway (I-495), to
determine the impact of applying a uniform high-occupancy
vehicle restriction to the portion of 1-66 that is between the
District of Columbia and 1-495 and the portion of 1-66 that is
west of 1-495.
WHEREAS, it is necessary to identify the ability of
HOV-2 restrictions to increase person movement and carpooling
in the 1-66 corridor while at the same time alleviating
traffic congestion on parallel roadways such as Routes 29 and
50.
WHEREAS, the City of Fairfax recognizes the need to
protect nearby residential communities from increased traffic
and related environmental impacts.
WHEREAS, the City of Fairfax is concerned about the
effects of changes in traffic patterns and CUE Bus patronage
in the city.
NOW, THEREFORE, BE IT RESOLVED, that the City of
Fairfax, urges the Governor to conduct the demonstration
project described in the 1-66 HOV-2 Demonstration Project Work
Plan, dated January 10, 1995.
BE IT FURTHER RESOLVED, that the City of Fairfax
requests that the results of the study identify the effects
upon the city related to overall changes in travel patterns
and CUE Bus patronage.
