POLICIES AND PROCEDURES REGARDING THE FILLING
OF VACANCIES ON BOARDS AND COMMISSIONS
WHEREAS, the City Council desires to provide policies and
procedures for the filling of vacancies on boards and commissions;
and
WHEREAS, by this resolution, the Council is adopting the
hereinafter described policies and procedures;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Fairfax, Virginia, hereby adopts the following policies and
procedures for the filling of vacancies on boards and commissions:
Unless otherwise required by law and with the exception of the
appointment of the Mayor and/or Council members to the
city/University/Business Committee and to the Retirement Plan
Administrative Committee, all Council members/and or the Mayor
who are appointed to city boards and commissions shall serve
as ex-officio non-voting members thereof.
The term of each mayoral and council representative on boards
and commissions shall not exceed the term which such member
serves on the Council.
Ail members of boards and commissions who represent other
boards and commissions will serve thereon as voting members.
With the exception of persons serving on technical committees,
persons serving as liaison members, persons serving as task
force members or persons serving on regional boards, no person
shall serve on more than one board or commission. If a person
serves on a board or commission as a judicial appointee, then
such person will not be eligible to be appointed to a City
board; provided, however, that current judicial appointees may
be reappointed to the boards and commissions on which they
serve.
The City Clerk shall notify the Mayor and the Council of all
openings on boards and commissions in the last 120 days prior
to the expiration of each appointee's term. The Council will
discuss openings at least 90 days prior to the expiration of
the term. The Council will notify the City Manager which
positions should be advertised. For positions which are to
be advertised, the city Manager will be directed to advertise
these positions twice in the Cityscene and on Cityscreen-12.
The advertisement will normally note if the incumbent wishes
to be reappointed.

Ail listings of board and commission openings in the Cityscene
and on Cityscreen-12 will carry a brief synopsis of the
function of each board and commission. All letters of
interest will be acknowledged. Information related to the
board or commission will be sent to each candidate for
appointment.
The City Clerk will provide a summary sheet on each applica-
tion received for each board and commission vacancy. The
summary sheet will include the name, address, voter registra-
tion and any special qualifications for the board or commis-
sion.

Interviews may be conducted as determined by Council for any
appointments to boards and commissions. The City Council also
may choose to interview candidates for appointment to various
regional boards.
